RESOLUTION

Regarding the Government of the Socialist Republic of Vietnam signing a Memorandum of Understanding with the World Economic Forum on the Fourth Industrial Revolution Connected Center of Vietnam

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Prime Minister’s Decision No. 36/2018/QD-TTg dated August 24, 2018 on procedures for signing and implementing agreements in the name of the Government and requesting the president of Vietnam to sign agreements in the name of the state that are not international treaties;

At the proposal of the Ministry of Information and Communications in the Report No. 49/TTr-BTTTT dated November 11, 2019,

RESOLVES:

Article 1.To agree with contents of the Memorandum of Understanding between the Government of the Socialist Republic of Vietnam with the World Economic Forum on the Fourth Industrial Revolution Connected Center of Vietnam.

Article 2.To authorize the Minister of Information and Communications to sign in the above-mentioned Memorandum of Understanding with the World Economic Forum.

Article 3.Ministries, ministerial-level agencies and localities shall, according to their assigned functions and tasks, take responsibility to proactively formulate and propose projects on studying mechanism and policies to encourage new technology in the field of management, according to the public - private partner (PPP). Such projects must be compliance with the scope of study of the Fourth Industrial Revolution Connected Center of Vietnam, and be sent to the Ministry of Information and Communications within 03 months from the date on which the Memorandum of Understanding is signed for summarizing and formulating the List of projects on studying mechanism and policies of the Fourth Industry Revolution in cooperation with the World Economic Forum, and submit to the Prime Minister for approval before signing the Agreement with the World Economic Forum.

Article 4.Based on projects approved by the Prime Minister, the Ministry of Information and Communications shall: (i) To urgently negotiate and sign in the Agreement with the World Economic Forum on the Fourth Industrial Revolution Connected Center of Vietnam; (ii) To establish the Fourth Industrial Revolution Connected Center of Vietnam to cooperate with the World Economic Forum according to the principle that in the first three years, there will be no new organizations and no increase in staff; (iii) To assume the prime responsibility for and coordinate with the Ministry of Finance and relevant organizations and agencies in building a plan on mobilizing funding for financial contribution for the World Economic Forum for the second and the third years as stipulated in the above-mentioned Agreement, and report to the Prime Minister no later than 03 months before the end of the first 1-year cooperation period with the World Economic Forum.

Article 5.The Ministry of Finance shall provide guidance and allocate funding from the State budget for the Ministry of Information and Communications to contribute an annual fee of the first year (equivalent to USD 01 million) to the World Economic Forum. Such amount shall be paid within 06 months from the date of announcement of the Agreement and the opening date of the Fourth Industrial Revolution Connected Center of Vietnam. Funding for the next two year of cooperation shall be mobilized from the sources of socialization in combination with the State budget.

Article 6.The Ministry of Foreign Affairs shall carry out procedures for authorization in accordance with regulations and instruction, and coordinate in implementing necessary diplomatic procedures.
