THE PRESIDENT OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Articles 103 and 106 of the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No. 51/2001/QH10 of December 25, 2001, of the XthNational Assembly, the 10thsession;
Pursuant to Article 91 of the Law on Organization of the National Assembly;
Pursuant to Article 57 of the Law on Promulgation of Legal Documents,
PROMULGATES:
the Resolution on the implementation of the Constitution of the Socialist Republic of Vietnam,
which was passed on November 28, 2013, by the XIIIthNational Assembly of the Socialist Republic of Vietnam.

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to the Constitution of the Socialist Republic of Vietnam;
At the proposal of the National Assembly Standing Committee,
RESOLVES:
Article 1.
The Constitution of the Socialist Republic of Vietnam which was passed on November 28, 2013, by the XIIIthNational Assembly, at its 6thsession shall be promulgated within 15 days after its passage.
The Constitution of the Socialist Republic of Vietnam takes effect on January 1, 2014.
Article 2.
1. TheXIIIthNational Assembly and its agencies shall continue operating untiltheXIVthNational Assembly holdsits 1stsession.
The President, the Government, the Supreme People’s Court, the Supreme People’s Procurary and the State Audit Office shall continue operating until theXIVthNational Assembly elects new agencies under the Constitution of the Socialist Republic of Vietnam.
The People’s Councils and the People’s Committees shall continue operating until new ones are established under theLaw on Organization of Local Administrations in conformity with the Constitution of the Socialist Republic of Vietnam.
2. The state agencies specified in Clause 1 of this Article shall perform the functions and tasks and exercise the powers defined in the Constitution from the effective day of the Constitution of the Socialist Republic of Vietnam.
For affairs that are currently settled by a state agency according to its competence prescribed in the 1992 Constitution but this competence is assigned to another state agency under the Constitution of the Socialist Republic of Vietnam, these affairs must be transferred to the latter for continued settlement from the effective day of the Constitution of the Socialist Republic of Vietnam.
Article 3.
1. Laws, ordinances and other legal documents which have been promulgated before the Constitution of the Socialist Republic of Vietnam takes effect must be reviewed for amendment, supplementation, or promulgation of new ones in conformity with the Constitution of the Socialist Republic of Vietnam.
2. Amendments and supplements to the Law on Organization of the National Assembly, the Lawon Organization of the Government, the Law on Organization of the People’s Courts,theLaw on Organization of the People’s Procuracies, the Law on the State Audit,the Law on Election of Deputies to the National Assembly and the Law on Election of Deputies to the People’s Councils, and the new Law on Organization of Local Administrations must be submitted to theXIIIthNational Assembly for consideration and approval atits 10thsession at the latest (October 2015).
Article 4.
1. The National Assembly Standing Committee, the President, the Government, the Supreme People’s Court, the Supreme People’s Procurary, the State Audit Office and other concerned state agencies shall, within the scope of their functions, tasks and powers, organize the implementation of the Constitution of the Socialist Republic of Vietnam; timely revise or annul documents which are contrary to the Constitution; adjust their organizational structure, functions, tasks and powers in conformity with the Constitution; and take necessary measures to ensure the implementation of the Constitution.
2. Central and local state agencies, the Vietnam Fatherland Front and its member organizations and other concerned agencies and organizations shall widely disseminate the contents of the Constitution of the Socialist Republic of Vietnam at their agencies or organizations or in their localities for raising awareness of the Constitution and the sense of observance of the Constitution, ensuring that the Constitution is obeyed and strictly implemented in all fields of social life.
This Resolution was adopted on November 28, 2013, by the XIIIthNational Assembly of the Socialist Republic of Vietnam.-
