SUMMARY

SUPPORTING TIME FOR PREFERRED LOANS IS A MAXIMUM OF 15 YEARS

 

In accordance with the Resolution No. 61/NQ-CP dated August 21, 2014 of the Government on amending, supplementing the Resolution No. 02/NQ-CP dated January 07, 2013 of the Government on promulgating solutions in removing difficulties for business and production, supporting market and handling bad debts, from August 21, customers being households, individuals with a maximum of 15 years instead of 10 years as before in order to rent, purchase-rent of social houses and to rent, purchase-rent of commercial houses in the projects approved by competent agencies.

At the same time, this Resolution also supplements some loan subjects, within that Cadres, civil servants, public employees and armed forces have low income but meet difficulties on houses when buying commercial houses in the house development projects, investment projects of urban area in the area approved by competent agencies with the total contract value (including houses and land) that don’t exceed 1.05 million dong. Cadres, civil servants, public employees and armed forces that have land and meet difficulties on houses but haven’t received any support from the State under all forms shall be allowed to be access to preferred loans to build or upgrade houses. The State Bank of Vietnam shall regulate in detail on the maximum loan rate of these subjects to ensure the principle that it is lower than the amount that each household, individual can borrow to purchase, rent, purchase – rent of social houses at projects on development of social houses in the area.

Besides, households, individuals that propose the suitable plan on upgrading or building social houses in conformity with the law to lease and sell for subjects being Workers in industrial parks, economic zones, export-processing zones, hi-tech zones, industrial factories, handicrafts facilities, factories, enterprises (even inside and outside of industrial zones) of all sectors belonging to economic factors; workers working in urban areas; students at universities, colleges, professional school, professional colleges in accordance with the Government’s regulations.

THE GOVERNMENT

Resolution No. 61/NQ-CP dated August 21, 2014 of the Government on amending, supplementing the Resolution No. 02/NQ-CP dated January 07, 2013 of the Government on promulgating solutions in removing difficulties for business and production, supporting market and handling bad debts

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Decree No. 08/2012/ND-CP of the Government dated February 16, 2012 promulgating the working regulation of the Government;

Pursuant to the Resolution No. 47/NQ-CP dated July 08, 2014 of the Government on the Government s regular meeting – June 2014;

At the proposal of the Minister of Construction,

DECIDES:

Article 1. To amend, supplement a number of articles on housing credit policies at sub-point 4, Point a, Clause 3, Section I of the Resolution No. 02/NQ-CP dated January 07, 2013 of the Government

1. To amend the supporting time for customers being households, individuals with a maximum of 15 yearsin order to rent, purchase-rent of social houses and to rent, purchase-rent of commercial housesin the projects approved by competent agencies.

2. To supplementloansubjects:

a) Cadres, civil servants, public employees and armed forceshave low income but meet difficulties on houses when buying commercial houses in the house development projects, investment projects of urban area in the area approved by competent agencies with the total contract value (including houses and land) that don’t exceed 1.05 million dong.

b) Cadres, civil servants, public employees and armed forcesthat have land and meet difficulties on houses but haven’t received any support from the State under all forms shall be allowed to be access to preferred loans to build or upgrade houses. The State Bank of Vietnam shall regulate in detail on the maximum loan rate of these subjects to ensure the principle that it is lower than the amount that each household, individual can borrow to purchase, rent, purchase – rent of social houses at projects on development of social houses in the area.

c) Households, individuals that propose the suitable plan on upgrading or building social houses in conformity with the law to lease and sell for subjects being Workers in industrial parks, economic zones, export-processing zones, hi-tech zones, industrial factories, handicrafts facilities, factories, enterprises (even inside and outside of industrial zones) of all sectors belonging to economic factors; workers working in urban areas; students at universities, colleges, professional school, professional colleges (there is no distinction that it is public or private) and other subjects under the subjects of being solved on houses according to the Decree No. 188/2013/ND-CP dated November 20, 2013 of the Government on developing and managing social houses. The State Bank of Vietnam shall regulate on minimum capital rate of these subject when investing on building social houses.

3. To supplement some Joint Stock Commercial Banks assigned by the State Bank for loans to support houses.

Article 2. Organization of implementation

1.People’s Committees ofmunicipalcities and provinces shallreview real estate projects that are being performed to classify projects that shall be continued to perform, projects that need adjusting and transferring to match with the demand of the market; suspending the grant of permit for new investment projects that don’t match with the urban developing plan and housing development plan approved by competent agencies.

2.People’s Committees ofmunicipalcities and provinces shallstrengthen the development of social houses; create the favorable conditions to shortentime of zoning appraisal, approvalof the development project of social houses, includingprojects from commercial house projects into social house projectsand adjust structures of commercial apartments to meet the supply of small scale social houses and commercial houses for low income cadres, civil servants, public employees and armed forcespurchasing, renting and purchasing – renting.

3. The State Bank of Vietnam shall assume the prime responsibility for and coordinate with the Ministry of Construction and the Ministry of Finance to build mechanism, long term and stable credit policies for owners of social housing development project and buyer, renter of social houses to borrow with preferred rate based on the principles as stipulated under the Decree No. 188/2013/ND-CP dated November 20, 2013 of the Government on developing and managing social houses; building mechanism, preferred credit policies to encourage enterprises, business organizations, households and individuals to develop the house fund according to thenational strategy on house development by 2020 with vision till 2030 having been approved by the Prime Minister.

Article 3. Implementation effect

1. This Resolution takes effect on the signing date.

2.Ministries,Heads of Ministry-levelagencies, Governmental agencies,the president ofPeople’s Committees inmunicipalcities and provinces shallimplement this Resolution./.
