RESOLUTION
On the plan to use VND 15 trillion from the reserve fund under the 2016-2020 medium-term public investment plan for important and urgent railway and road projects[1]
THE NATIONAL ASSEMBLY STANDING COMMITTEE
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Pursuant to Law No. 49/2014/QH13 on Public Investment;
Pursuant to the National Assembly’s Resolution No. 26/2016/QH14 on the 2016-2020 medium-term public investment plan;
Pursuant to the National Assembly’s Resolution No. 52/2017/QH14 on the policy on investment in the project on construction of a number of sections of the eastern North-South expressway during 2017-2020;
After considering the Government’s Report No. 168/TTr-CP of May 10, 2018, on the plan to use VND 15 trillion from the reserve fund under the 2016-2020 medium-term public investment plan for important and urgent railway and road projects; and Verification Report No. 1099/BC-UBTCNS14 of July 9, 2018, of the National Assembly’s Committee on Financial and Budgetary Affairs,
RESOLVES:
Article 1.
To approve the plan to spend VND 15 trillion (fifteen trillion Vietnam dong) from the state budget’s reserve fund under the 2016-2020 medium-term public investment plan for 4 railway projects and 10 road projects of importance and urgency on the list provided in the Appendix to this Resolution.
Article 2.
To assign the Government to direct related ministries, sectors and localities to quickly complete investment procedures, assign capital plans and organize the implementation of the projects on the list provided in the Appendix to this Resolution according to the conditions, order and procedures and ensuring investment efficiency prescribed in the Law on Public Investment and relevant regulations.
Article 3.
This Resolution takes effect on the date of its signing.
The Standing Committee, the Committee on Financial and Budgetary Affairs, the Ethnic Council and other Committees of the National Assembly shall, within the ambit of their functions and tasks, oversee the implementation of this Resolution.-
