SUMMARY

To restructure the system of credit institutions

The Resolution No. 54/NQ-CP promulgating the Government’s Action Program to implement the National Assembly’s Resolution on the Plan on economic restructuring in the 2021-2025 period is issued on April 12, 2022 by the Government.

The Resolution sets out the following specific objectives: The average productivity growth rate will surpass 6.5% per year, in which the productivity growth rate of the processing and manufacturing industry will reach 6.5-7% per year; Reducing by at least 10% of the total number of public non-business units compared to the 2021’s figure, of which at least 20% will practice financial autonomy; The land administration quality indicator in the global competitiveness index (GCI) will jump by 10-15 spots compared to the 2019’s figure, etc.

In order to achieve the above-mentioned objectives, the Government directs to concentrate efforts on achieving the objectives of restructuring public investment, the state budget, the system of credit institutions, and public non-business units; develop markets of all kinds and raising efficiency of the allocation and use of resources; develop the land use rights market.

Besides, to develop the force of enterprises; promote connectivity among enterprises of all economic sectors; renew and develop collective economy and cooperatives; develop urban economy, enhance regional and urban-rural connectivity, and bring into full play the role of key economic regions and major cities, etc.

This Resolution takes effect on the date of its signing.

Promulgating the Government’s Action Program to implement the National Assembly’s Resolution on the Plan on economic restructuring in the 2021-2025 period[1]

 

THE GOVERNMENT

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and Law on Organization of Local Administration;

Pursuant to Resolution No. 05-NQ/TW of November 1, 2016, of the 4th Plenum of the Party Central Committee (the 12th Congress) on a number of major guidelines and policies to continue renewing the growth model and improving growth quality, productivity and competitiveness of the economy;

Pursuant to the National Assembly’s Resolution No. 31/2021/QH15 of November 12, 2021, on the Plan on economic restructuring in the 2021-2025 period;

At the proposal of the Minister of Planning and Investment,

 

RESOLVES:

Article 1. To promulgate together with this Resolution the Government’s Action Program to implement the National Assembly’s Resolution on the Plan on economic restructuring in the 2021-2025 period.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, chairpersons of Members’ Councils and directors general of state economic groups and corporations, and related agencies, organizations and individuals shall implement this Resolution.-

GOVERNMENT’S ACTION PROGRAM TO IMPLEMENT THE NATIONAL ASSEMBLY’S RESOLUTION ON THE PLAN ON ECONOMIC RESTRUCTURING IN THE 2021-2025 PERIOD

(Promulgated together with the Government’s Resolution No. 54/NQ-CP
of April 12, 2022)

Based on major objectives, targets, tasks and solutions set out in the National Assembly’s Resolution No. 31/2021/QH15 of November 12, 2021, on the Plan on economic restructuring in the 2021-2025 period, the Government promulgates the Government’s Action Program to implement the National Assembly’s Resolution on the Plan on economic restructuring in the 2021-2025 period, with the following principal contents:

I. OBJECTIVES AND TARGETS

1. General objectives

To form rational and efficient structures in each sector or field and among sectors and fields and in the whole economy; to develop numerous national products based on new and high technologies; to create a breakthrough in the competitiveness of a number of key economic sectors as well as substantive and notable improvements in the growth model, productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy.

2. Specific objectives and targets

- The average productivity growth rate will surpass 6.5% per year, in which the productivity growth rate of the processing and manufacturing industry will reach 6.5-7% per year, and the productivity growth rate of the key economic regions and 5 centrally run cities will be higher than the average productivity growth rate of the whole country.

- To increase the ratio of contributions of science, technology and innovation to the economic growth, in which the total factor productivity (TFP) will account for around 45% of GDP.

- By 2025, to narrow the national competitiveness gap with the ASEAN-4 countries, especially regarding institution, infrastructure and human resource indicators.

- The state budget deficit in the 2021-2025 period will equal 3.7% of GDP on average.

- To reduce by at least 10% of the total number of public non-business units compared to the 2021’s figure, of which at least 20% will practice financial autonomy.

- The entire society’s average total investment capital for the 5 years will equal 32-34% of GDP. The quality of institutions for public investment management will approach international standards.

- To maintain the rate of on-balance-sheet non-performing loans of the entire system of credit institutions at below 3%, while step by step developing a professional and sustainable debt trading market and establishing and efficiently operating a debt exchange in order to promote the bad debt trading market, with the Vietnam Asset Management Company being the market center. All commercial banks (excluding weak banks) will apply Basel II standards by the standard approach.

- The capitalization size of the stock market will reach at least 85% of GDP, and the debit balance of the bond market and corporate bond market will reach at least 47% and around 20% of GDP, respectively.

- The land administration quality indicator in the global competitiveness index (GCI) will jump by 10-15 spots compared to the 2019’s figure. To complete the building and publicization of the land management and use monitoring and evaluation system.

- The vocational training quality indicator in the GCI and the student skills indicator will be up by 40-50 spots and 45 spots compared to the 2019’s figures, respectively.

- The rate of expenses for scientific research and technological development will reach at least 1% of GDP; and the number of enterprises carrying out technological renewal will increase by 15% per year on average in the 2021-2025 period.

- To strive for the total number of around 1.5 million enterprises nationwide, including 60,000-70,000 medium- and large-sized enterprises; the proportion of contributions of the private economic sector to GDP will increase by around 55%; and at least 5-10 national products will have international brands.

- The digital economy’s added value will equal around 20% of GDP; and the ratio of the digital economy’s added value in each sector or field will be at least 10%.

- By the end of 2025, there will be around 35,000 cooperatives, including more than 3,000 ones applying high technologies to their farm produce production and sale, and around half of total agricultural cooperatives will have linkages with enterprises in value chains.

II. MAJOR TASKS AND SOLUTIONS

1. Concentrating efforts on achieving the objectives of restructuring public investment, the state budget, the system of credit institutions, and public non-business units

a/ Restructuring public investment

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Devising measures to improve the quality of public investment management institutions; improving factors to increase the economy’s capacity to absorb capital, especially for allocation and disbursement of public investment funds; improving the legal system for public investment management in conformity with international practices, thus ensuring quality equal to the average level of the ASEAN-4 countries, with priority given to renewing methods of formulating, appraising, evaluating and selecting public investment projects.

+ Studying and formulating policies and solutions to step up the decentralization and delegation of powers, thereby ensuring the uniform, effective and efficient management; promoting the proactivity, creativity and accountability of authority of each level or each sector, and raising the sense of responsibility of heads in association with the effective inspection and supervision mechanism; and solving problems in the course of investment management.

+ Assuming the prime responsibility for preparing and submitting to the Prime Minister in 2023 a report on the formulation of a set of criteria for monitoring and evaluation of public investment management and use efficiency of public investment funds.

+ Formulating policies to bring into full play the role of public investment in leading private investment in order to create breakthroughs in attracting capital sources from the private sector at home and abroad; concentrating investment of capital in key sectors and fields and key works and projects that have spillover effects, thereby creating a driving force for socio-economic development.

+ Assuming the prime responsibility for, and coordinating with related agencies in, organizing the implementation of the medium-term public investment plan in the 2021-2025 period as well as programs and projects under the Program on socio-economic recovery and development, concentrating resources on the development of socio-economic infrastructure facilities, particularly infrastructure facilities in dynamic growth areas, those for promotion of inter-regional and inter-sectoral connectivity, and those for digital economy, education, health, culture, difficulty-hit areas, and areas greatly affected by epidemics, disasters or climate change, thereby ensuring a better balance between methods of transport infrastructure development.

+ Devising policies and measures to strictly handle violations, corruption, negative practices, and practices causing loss and waste in public investment.

- The Ministry of Construction shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Reviewing and evaluating results of the implementation of the Scheme on improvement of the construction norm and price system for the 2017-2021 period, and proposing key tasks to be performed in subsequent years to the Prime Minister in the 2022-2025 period.

+ Concentrating efforts on completing and efficiently operating the database on construction norms and prices; and announcing national construction price indexes under regulations.

- Related ministries, sectors and localities shall review and improve the system of technical regulations, standards, techno-economic norms, construction unit prices and investment rate of economic sectors; organizing and strictly, economically and efficiently managing public investment activities; resolutely implement measures to prevent and fight corruption, and loss and waste of state capital and assets in the course of public investment.

b/ Restructuring the state budget

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to a competent authority for consideration and decision a Scheme on renovation of the mechanism for delegation of powers for management and allocation of state budget funds in order to ensure the key role of the central budget and the initiative role of local budgets.

+ Reviewing the implementation of, and making proposals on amendments and supplementations to, the Law on the State Budget and submitting them to the Government and Prime Minister for consideration.

+ Studying and formulating policies on continued restructuring of state budget expenditures toward sustainability and higher ratio of development investment expenditures and lower ratio of recurrent expenditures, thereby supporting the achievement of socio-economic development targets; and strictly adhering to the principle that loans may only be borrowed for covering development investment expenditures.

+ Studying and formulating policies aimed at continuing to restructure public debts toward sustainability, ensuring public debt safety, borrowing loans only within the repayment capacity of the state budget and in conformity with the loan borrowing and absorption capacity, maintaining and consolidating the fiscal space to respond to market risks or economic shocks, and strictly controlling the contingent liabilities of the state budget.

+ Further improving the tax policy system in association with restructuring state budget revenues toward covering all revenue sources, expanding revenue bases, particularly new revenue sources, in conformity with international practices; ensuring the domestic revenue proportion and reasonable ratio of indirect taxes to direct taxes, collecting more taxes, charges and fees from assets and natural resources in environmental protection activities; minimizing the integration of social policies into taxes and exemption or reduction policies, thereby ensuring neutrality of taxes and eventually building a synchronous and sustainably structured tax system to ensure reasonable mobilization of resources for the state budget, and at the same time contributing to creating a favorable and fair business investment environment capable of promoting investment and competition and reasonably regulating incomes as conformable to the economy’s integration and development process.

+ Studying and making a draft Law Amending and Supplementing the Law on Value-Added Tax, then reporting it to the Government for submission to the National Assembly for consideration and passage in the 2023-2025 period.

+ Studying and making a draft Law Amending and Supplementing the Law on Enterprise Income Tax, then reporting it to the Government for submission to the National Assembly for consideration and passage in the 2023-2025 period.

+ Studying and making a draft Law on Property Tax, then reporting it to the Government for submission to the National Assembly for consideration and passage in the 2023-2025 period.

+ Studying and making a draft Law Amending and Supplementing the Law on Excise Tax, then reporting it to the Government for submission to the National Assembly for consideration and passage in the 2023-2025 period.

- The Ministry of Information and Communications shall assume the prime responsibility for making and submitting to the Government for promulgation in 2022 or 2023 a report on effective use of government procurement policies to promote digitalization, develop the digital economy, ensure information security, and support innovative enterprises.

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for evaluating the pollution level and greenhouse effect of wastes or adverse environmental impacts of products and goods before proposing a specific list of objects liable to environmental protection tax or charge, tax or charge bracket and rates for each object liable to environmental protection tax or charge as well as methods of calculation of environmental protection charge, then submitting them to the Ministry of Finance for summarization and reporting to a competent agency for consideration and decision.

c/ Restructuring the system of credit institutions

- The State Bank of Vietnam shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in:

+ Studying and improving institutions in the monetary, credit and banking fields in adherence to market principles, ensuring safety, healthiness and stability of the system; improving transparency and competitiveness of the system in conformity with international practices and new development trends.

+ Finalizing and submitting to the Prime Minister for promulgation in 2022, and organizing the effective implementation of, a Scheme on restructuring of the system of credit institutions in association with the settlement of non-performing loans in the 2021-2025 period.

+ Studying and devising solutions to further improve the legal framework on settlement of non-performing loans, prevent cross-investment, cross-ownership and controlling ownership in related credit institutions.

+ Studying and devising solutions to raise the financial capacity, governance and credit quality of credit institutions and people’s credit funds, thereby ensuring their safe, efficient and stable operation and sustainable development.

+ Studying and proposing mechanisms and policies to facilitate the application of scientific and technological advances in the banking sector, promoting digital transformation in the banking sector; studying, formulating and submitting to the Government for promulgation in 2022 a Decree on regulatory sandbox for fintech activities in the banking sector.

- The Ministry of Justice shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Studying and finalizing documents guiding the order and procedures for property auction, ensuring publicity, objectivity and transparency.

+ Continuing to assume the prime responsibility for revising the Law on Execution of Civil Judgments and relevant documents; directing and guiding civil judgment execution agencies at all levels to remove difficulties and solve problems; at the same time, coordinating with the Vietnam Asset Management Company (VAMC) and credit institutions in executing legally effective judgments and rulings.

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with other ministries and ministerial-level agencies in, formulating and submitting to the Prime Minister for promulgation a detailed list of green projects, criteria and conditions for identification of green projects and certification of green projects in order to step up the formation and operation of the green credit and green bond market in Vietnam.

- The Ministry of Finance, Ministry of Planning and Investment, and State Bank of Vietnam shall base themselves on their assigned functions and tasks to assist credit institutions and foreign bank branches in Vietnam in receiving foreign aid and concessional loans for financing green projects in accordance with the laws on the state budget and public investment and other relevant laws.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Prime Minister for consideration and decision the provision of interest rate support for green projects after the completion of contracts on borrowing of medium-term or long-term loans from credit institutions or foreign bank branches in Vietnam for their implementation from January 1, 2026.

+ Guiding the classification of green projects for inclusion in the list of public investment projects upon the formulation of medium-term and annual public investment plans to serve as a basis for selection by the Government and local administrations for the issuance of green bonds.

d/ Restructuring public non-business units

- Ministries, ministerial-level agencies, and provincial-level People’s Committees shall assume the prime responsibility for:

+ Studying and improving policies and regimes applicable to public non-business units toward ensuring consistency and uniformity of regulations to meet requirements of practical operations in all sectors and fields.

+ Expeditiously reviewing public non-business units under their management to ensure they satisfy conditions specified in current legal documents, then submitting to the Prime Minister for approval the List of public non-business units to be transformed into joint-stock companies during the 2021-2025 period for the purpose of accelerating the transformation.

+ Regarding prices of services fully or partly covered by the state budget and prices of services subject to regulation by the State, completing the correct and full calculation of public service prices, ensuring publicity and transparency, and adjusting prices of various public services under the market mechanism together with the provision of support for policy beneficiaries and the poor; and at the same time giving the complete financial, organizational, payroll and operation autonomy to units providing such services.

+ Studying solutions to promote the mobilization of social resources, creating a fair and equal competitive environment for the provision of public services by units and organizations of all economic sectors.

+ For other units and public services, fully exercising the market liberalization, intensifying the mobilization of social resources, and creating a fair and equal competitive environment for the provision of public services by units and organizations of all economic sectors. Public service providers may enjoy the freedom to provide public services and autonomy in reaching agreement and deciding on prices according to market rules; and at the same time, raising the sense of social responsibility of non-business units.

+ Reviewing and reporting to the Prime Minister for approval the roadmap and percentage of state capital subject to divestment from enterprises transformed (equitized) from public non-business units.

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Drawing up the list of public non-business services funded by the state budget, then submitting it to the Prime Minister for approval in 2022.

+ Promulgating, modifying and supplementing techno-economic norms and expense norms to serve as a basis for the promulgation of prices of public non-business services funded by the state budget, then submitting them to the Government and Prime Minister for promulgation in 2022.

+ Organizing the effective implementation of the financial autonomy mechanism applicable to public non-business units promulgated together with the Government’s Decree No. 60/2021/ND-CP of June 21, 2021.

- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Government for approval a Scheme on renewal of the management mechanism and reorganization of the system of public non-business units.

+ Studying and reporting to the Prime Minister on solutions, mechanisms and policies for establishing a market for a number of public services subject to the State’s management and regulation.

2. Developing markets of all kinds and raising efficiency of the allocation and use of resources

a/ Developing the financial market

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Improving the legal framework for the securities market; implementing solutions to restructure and develop the securities market; expanding the capital market’s capacity; raising the publicity and transparency of the securities market and protecting lawful rights and interests of investors; promoting the development of professional investors; developing infrastructure facilities and raising the capacity to manage and supervise system risks; developing the market in order to fully meet such criteria as level of openness for foreign investors, efficiency of the market operation framework, etc., thereby helping Vietnam’s securities market become one of emerging markets.

+ Devising solutions to diversify financial institutions, hedge funds, credit guarantee funds, microfinance institutions, financial consultancy organizations, and accounting, auditing and credit rating services, etc.; and studying and formulating policies and laws to promote venture investment.

+ Improving the legal system on insurance business; studying and devising solutions to comprehensively develop a safe, sustainable and efficient insurance market to meet the insurance demand of organizations and individuals and ensure social security; diversely developing and professionalizing insurance products and insurance distribution channels, insurance auxiliary services, and insurance businesses with strong financial capacity, providing more transparent information and facilitating listing by insurance businesses on the securities market, thereby raising their administration and governance capacity up to international standards and making them domestically and internationally competitive.

+ Formulating and submitting to the Prime Minister for promulgation in 2022 a financial strategy through 2030.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in, studying a report on possibility to prepare and submit a draft Law on Venture Investment to the Prime Minister in the 2022-2023 period.

b/ Developing the land use rights market

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Preparing a draft Law Amending and Supplementing a Number of Articles of the 2013 Land Law, then reporting it to the Government for submission to the National Assembly for passage in 2022.

+ Concentrating on definitely solving problems in land finance; assuming the prime responsibility for ensuring effective and efficient implementation of the National Land Use Master Plan for the 2021-2030 period, with a vision toward 2050.

+ Intensifying the application of advanced technologies and digital technologies in the collection of data and management of the database on land, updating of land data and connection to other national databases; formulating and submitting to the Prime Minister for approval a general scheme on building the national land database.

+ Devising policies and solutions to boost the provision of public services in compensation, support and resettlement work; strictly managing the public land fund and land fund for social house development under commercial house development projects; and accelerating the progress of ground clearance for investment attraction.

+ Studying and devising solutions to step up land survey, statistics and inventory, and determination of land prices for use as a basis for fully accounting the value of land use rights, particularly land areas managed by public non-business units or agricultural and forestry farms.

c/ Developing the labor market

- The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Studying and improving the legal framework on development of the labor market; studying and preparing a draft Law Amending and Supplementing a Number of Articles of the Law on Employment for submission to the Government and National Assembly for consideration to ensure its suitability to new types of employment and new industrial relations in the digital, digital economy and sharing economy era.

+ Studying and improving the complete labor market information system connectable to databases; raising the quality of labor market forecasts; developing a modern employment service system convenient for job seekers and employers.

+ Studying, formulating and submitting to competent authorities for promulgation programs, schemes and projects on renovation of vocational education associated with enhanced autonomy and accountability of public vocational education institutions, attaching importance to professional qualifications and skills training and improvement for workers to adapt themselves to new working conditions and meet requirements of the recovery and restructuring of the economy and sustainable development.

+ Finalizing a Master Plan on the network of vocational education institutions for the 2021-2030 period, with a vision toward 2045, and submitting it to the Prime Minister for approval.

+ Organizing the effective implementation of the Strategy for development of vocational education for the 2021-2030 period, with a vision toward 2045.

+ Organizing the effective implementation of the Program on digital transformation in vocational education through 2025, with orientations toward 2030.

+ Formulating and submitting to the Prime Minister for approval a scheme on renovation and raising of quality of vocational training in rural areas.

+ Submitting to the Prime Minister for approval a scheme on formulation of mechanisms and policies to support the creation of jobs and encourage enterprises, enterprise associations and professional associations to participate in the renovation and raising of quality of vocational education to meet the labor market’s demand.

+ Formulating and submitting to the Prime Minister for approval a scheme on improvement of working skills of Vietnamese workers.

+ Formulating policies to promote scientific and technological research, innovation and business startup in vocational education institutions.

+ Formulating policies to facilitate the participation of the business sector in the labor training and retraining; adopting policies to attract high-quality personnel to work in Vietnam.

+ Continuing to organize and expand the training of human resources with high occupational skills, focusing on training based on training programs transferred from abroad; providing elementary-level training and retraining and under-3-month training courses to rural laborers, ethnic minority people, poor household members and other policy beneficiaries in association with the implementation of national target programs; providing training and retraining to unemployed workers; assisting employers in training, further training and improving professional qualifications and skills; and providing training support to employees of small- and medium-sized enterprises, rural laborers and other policy beneficiaries.

+ Studying and improving the legal framework on social security, thereby step by step expanding the coverage of social insurance, aiming at universal social insurance; modifying policies to increase eligible borrowers of credit loans for participation in vocational education; and preparing and submitting a draft revised Law on Social Insurance to the Government and National Assembly for passage in the 2022-2025 period.

- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Concentrating on the formulation of a Framework Strategy for development of higher education; accelerating the implementation of the Scheme on raising of quality of higher education, and Vietnamese Qualifications Framework for all levels of higher education, thus helping renovate higher education activities associated with the autonomy and accountability of training institutions; intensifying the application of achievements of the Fourth Industrial Revolution and attaching importance to the connection between higher education institutions and sectors, fields, localities and enterprises in training high-quality human resources in order to link theoretical training with practice.

+ Formulating and submitting to the Prime Minister for approval the Strategy for education development in the 2021-2030 period.

+ Studying and proposing the preparation of a draft Law on Lifelong Learning for submission to the Government and National Assembly for passage.

+ Formulating and submitting to the Prime Minister for approval a Master Plan on the network of higher education and teacher training institutions for the 2021-2030 period, with a vision toward 2050.

+ Formulating policies to promote scientific and technological research, innovation and startup in higher education institutions.

- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Prime Minister for approval a National Strategy for development of intelligentsia in the 2021-2030 period.

+ Amending, supplementing and improving policies to attract, employ and preferentially treat scientific and technological activists in Vietnam for submission to the Government and Prime Minister for approval.

- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, establishing and implementing the new salary regime after it is approved by the Prime Minister.

- The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Prime Minister for approval a Scheme to bring into full play resources of overseas Vietnamese for the national development in the new situation.

+ Continuing to implement the Plan on implementation of the Prime Minister’s Decision No. 1797/QD-TTg of December 12, 2019, approving a Scheme on mobilization of overseas Vietnamese to participate in the introduction and sale of products and development of overseas distribution channels for Vietnamese goods for the 2020-2024 period.

+ Continuing to develop and improve the database on overseas Vietnamese intellectuals and entrepreneurs; coordinating with diplomatic missions in intensifying community activities and establishing relations with overseas Vietnamese intellectuals and entrepreneurs.

- The Vietnam Social Security shall assume the prime responsibility for, and coordinate with related ministries and sectors in, formulating and submitting to the Prime Minister in 2022 a Strategy on development of the social insurance sector through 2030, with a vision toward 2045.

d/ Developing the science and technology market            

- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Studying and improving policies on supporting and encouraging organizations and individuals, particularly enterprises, in carrying out research, development and transfer of technologies and application of scientific and technological advances, and innovation; promoting linkage and technology transfer between research institutes, universities and enterprises; raising the capacity of enterprises, cooperatives and the people to receive, absorb and master technologies.

+ Studying and formulating policies to facilitate operation of intermediary brokerage organizations, technology transfer evaluation organizations and technology exchanges; importing and transferring advanced technologies; encouraging foreign direct investment projects to make technology transfer commitments or establish their research and development establishments in Vietnam.

+ Studying and formulating policies to intensify research cooperation with partners that own source technologies and expanding national-level scientific and technological cooperation with advanced countries.

+ Studying and improving the legal framework on innovative startups, the system for protection and enforcement of intellectual property rights, standards, metrology and quality, assessment of article number and barcode conformity and origin tracing, and the electronic authentication and identification system; promoting the research, application and transfer of technologies for production and business activities of enterprises and protection of outcomes of domestic innovative activities in conformity with international commitments; expanding and heightening the system of standards and technical regulations in conformity with international practices.

+ Studying and renewing financial mechanisms and policies aimed at improving results and quality of scientific research, better implementing scientific and technological programs and tasks, and using scientific and technological funds for social needs, product value chains and ultimate outcomes, and promoting the commercialization of research outcomes.

+ Building and developing the national quality infrastructure (NQI), improving productivity based on science, technology and innovation platforms to meet international integration requirements on standards, metrology and quality.     

+ Formulating a plan on development of national measurement standards through 2030.

+ Formulating and submitting to the Government and National Assembly for promulgation in the 2022-2025 period a Scheme on revision of a number of articles of the 2013 Law on Science and Technology.

+ Formulating and submitting to the Government and National Assembly for promulgation a Scheme on revision of the Law on High Technology.

+ Formulating and submitting to the Government and National Assembly for promulgation a Scheme on revision of the Law on Product and Goods Quality.

+ Formulating and submitting to the Government and National Assembly for promulgation a Scheme on revision of the Law on Standards and Technical Regulations.

+ Organizing the effective implementation of the Program on development of the science and technology market through 2030.

+ Formulating and submitting to the Prime Minister for approval a Scheme on development of indicators for evaluation of science, technology and innovation potential of sectors and localities.

+ Formulating and submitting to the Prime Minister a Strategy for development of science, technology and innovation through 2030.

+ Organizing the effective and efficient development and application of the quality control system according to TCVN ISO 9001 in operations of agencies and organizations in the state administration system.

+ Organizing the effective implementation of the National Program on Technological Innovation through 2030.

+ Formulating and submitting to the Prime Minister a Master Plan on the network of public science and technology organizations for the 2021-2030 period, with a vision toward 2050.

- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Preparing and submitting to the National Assembly a draft Law on Digital Technology Industry for passage in the 2022-2025 period.

+ Preparing and submitting to the Government and National Assembly a draft revised Law on E-Transactions for passage in the 2022-2023 period.

+ Formulating and submitting to the Prime Minister for approval a National Strategy for development of digital economy and digital society.

+ Drafting and submitting to the Government a Decree on management of business models based on digital platforms and the Internet for promulgation in the 2022-2024 period.

+ Assuming the prime responsibility for formulating a national action program on development of and shifting to cloud-computing platforms.

- The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Government for approval a Program on sciences and technologies to serve the building of a new-style countryside in the 2021-2025 period.

+ Formulating a Scheme on development of sciences and application and transfer of technologies, particularly advanced and high technologies, to serve the agricultural restructuring in the context of international integration and climate change in the 2021-2030 period.

3. Developing the force of enterprises; promoting connectivity among enterprises of all economic sectors; renewing and developing collective economy and cooperatives

a/ Restructuring and developing state enterprises

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Organizing the effective implementation of the Scheme on continued restructuring of state enterprises, with a focus on maintaining those in key and strategic fields; improving the legal system applicable to state enterprises by providing more clearly their right to autonomy and accountability, applying standards according to good international practices in governance, and thoroughly adhering to market principles in salary policies; formulating mechanisms for separation of economic development tasks from political and social security tasks of a number of state enterprises.

+ Preparing and submitting a draft Law Amending and Supplementing the Law on Management and Use of State Capital Invested in Production and Business in Enterprises to the Government and National Assembly for approval.

+ Improving mechanisms and policies for equitization toward diversified methods of divestment based on market principles; promulgating mechanisms for use of proceeds from the equitization or divestment, and adding resources for development investment; improving legal grounds and definitely settling loss-making and inefficient projects; minimizing types of state enterprises in which the State holds 100% of charter capital, and further reducing enterprises in which the State still holds shares or contributed capital amounts; solving problems in and raising efficiency of the land management and use by state enterprises; strictly exercising administrative order and discipline and handling violations leading to delayed equitization or divestment of state capital or slower restructuring of state enterprises.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with related ministries, sectors and localities in:

+ Studying and further improving, and raising efficiency of, the model of agencies representing the state capital owner at enterprises.

+ Drafting a decree detailing the organization of management and operation of enterprises directly serving national defense and security purposes or combining economic activities with national defense and security activities which are state enterprises or limited liability companies of which the state enterprises specified in Clause 2, Article 88 of the Law on Enterprises hold 100% charter capital.

- The Ministry of Justice shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Drafting a decree amending and supplementing a number of articles of the Government’s Decree No. 55/2011/ND-CP of July 4, 2011, defining the functions, tasks, powers and organizational structure of legal affairs organizations.

- The Commission for the Management of State Capital at Enterprises shall:

+ Formulate and submit to the Prime Minister for consideration and decision a Plan on restructuring of state enterprises under the relevant Scheme approved by the Prime Minister.

+ Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and Ministry of Finance in, studying, formulating and submitting to the Prime Minister for promulgation an Overall Strategy for investment in development of enterprises under the management by the Commission for the Management of State Capital at Enterprises.

- The Ministry of National Defense shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, formulating and submitting to the Prime Minister for approval in 2022 a Scheme on restructuring, renovation and raising of efficiency of military enterprises in the 2021-2025 period.

- Ministries, sectors, localities, state economic groups and corporations, and related organizations and individuals shall organize the implementation of plans on equitization or divestment of state investment capital in a public and transparent manner under the market mechanism; enhance examination, inspection, supervision and auditing to avoid loss of state capital and assets; formulate a mechanism for appropriately controlling capital sources for acquisition and merger of enterprises; require equitized enterprises to register for trading and listing on the securities market within one year after they carry out initial public offering; and attract capable strategic investors and reduce the state ownership percentage to a level enough for substantially changing the corporate governance process.

b/ Developing the force of enterprises in the private economic sector, promoting digital transformation, joint venture and association, and improving competitiveness

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Organizing the effective implementation of the Program on support for enterprises in digital transformation in the 2021-2025 period.

+ Stepping up the implementation of the Law on Support for Small- and Medium-Sized Enterprises, focusing on policies to support small- and medium-sized enterprises in digital transformation, innovative startup and participation in industrial clusters and value chains; providing support for formation of value chains and production networks; ensuring that Vietnamese enterprises have a more important role and participate in stages and processes with high added value; and providing support for establishment of a number of large-scale private economic groups with the leading role in a number of sectors and fields or in value chains.

+ Efficiently implementing measures to encourage transformation of business households into enterprises.

+ Coordinating with related agencies in making a report on efficient implementation of government procurement policies to promote digital economy and information security and support enterprises’ innovative activities.

- The Ministry of Information and Communications shall coordinate with other ministries, sectors and localities in efficiently and synchronously implementing the Scheme on national digital transformation, development of digital economy, and programs on support for enterprises in digital transformation.

- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Promoting the development of science and technology enterprises, improving and efficiently implementing mechanisms and policies to support the development of science and technology enterprises.

+ Organizing the effective implementation of the Prime Minister’s Decision No. 1322/QD-TTg of August 31, 2020, approving the National Program on support for enterprises to improve productivity and quality of their products and goods in the 2021-2030 period.

+ Organizing the effective implementation of the Prime Minister’s Decision No. 996/QD-TTg of August 10, 2018, approving the Scheme on enhancement and renewal of metrological activities to help Vietnamese enterprises raise their competitiveness and undertake international integration through 2025, with orientations toward 2030.

- The Ministry of Justice shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, formulating a Scheme on raising of quality and efficiency of legal aid for enterprises in the 2021-2030 period.

- The Government Office shall coordinate with ministries, sectors and localities in continuing to resolutely and effectively reform administrative procedures; reviewing and lifting barriers restricting the right to freedom of business, and improving the investment and business environment toward fair and equal competition.

- The Ministry of Home Affairs shall coordinate with ministries, sectors and localities in renewing working methods, styles and attitude of cadres, civil servants and public employees toward providing better support and services to enterprises; ensuring publicity and transparency, intensifying order and discipline of cadres, civil servants, public employees and state agencies, and strictly handling negative practices and acts of harassment for bribes.

- The Government Inspectorate and provincial-level People’s Committees shall assume the prime responsibility for, and coordinate with related ministries and sectors in:

+ Organizing public dialogues at least twice a year with the business community and the press in order to grasp and solve difficulties and problems for enterprises in their localities; setting up and publicizing hotlines and online question-and-answer sessions on the portals of provinces and cities in order to receive reports and petitions and provide guidance and answers to enterprises; directing and taking responsibility for stepping up the effective implementation of the single-window and inter-agency single-window mechanisms in the settlement of administrative procedures at state administrative agencies at all levels.

+ Carrying out inspection and examination in accordance with law, avoiding repetition and overlaps in inspection and examination activities, and promptly carrying out inspection upon detection of signs of violation in order to handle them under regulations.

- Provincial-level People’s Committees shall assume the prime responsibility for, and coordinate with related ministries and sectors in:

+ Requesting provincial-level Departments and agencies and district-level People’s Committees to refrain from criminalizing economic and civil relations.

+ Reviewing and revising policies, processes and procedures for approving support for enterprises, particularly small- and medium-sized ones, and local technology development funds toward simplifying processes and procedures for receiving support and ensuring provision of focused and targeted support.

+ Reviewing sectoral master plans in order to propose adjustments or supplementations thereto or abolishment thereof to suit the market and the right to freedom of business of enterprises.

+ Urging attached agencies in strictly implementing regulations on land, construction, environmental protection, business registration, investment, and administrative procedures in order to create favorable conditions for enterprises.

c/ Bringing into full play the role of foreign-invested enterprises

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

- Devising and implementing solutions to attract foreign direct investment in association with mechanisms and policies to promote transfer of advanced technologies and modern governance methods, and create value chain-based production connectivity with domestic private enterprises.

- Renewing investment promotion methods to be more efficient and focused on potential partners; attracting strategic investors that have capacity, experiences and financial capacity and transnational conglomerates that apply high technologies, source technologies, and environmentally friendly green technologies.

d/ Renovating and developing collective economy and cooperatives

The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

- Preparing and submitting a draft Law Amending and Supplementing the Law on Cooperatives to the Government and National Assembly for passage.

- Implementing measures to enhance linkages and liberalize resources for development of collective economy and cooperatives.

- Studying and renovating production organization, applying more new models, and raising efficiency of operation of collective economy organizations and cooperatives in association with promoting the mastery role of and increasing benefits for cooperative members.

- Improving the owner representation mechanism applicable to collective economy and cooperatives.

4. Developing urban economy, enhancing regional and urban-rural connectivity, and bringing into full play the role of key economic regions and major cities

a/ Promulgating and properly implementing national, regional and provincial master plans; radically renovating and raising quality of urban master plans and developing the system of central urban centers suitable to functions of different regions; setting orientations for development of key economic regions; selecting localities and urban centers with special advantages to build economic and financial centers to be eligible for special institutions, mechanisms and policies with breakthroughs and high international competitiveness.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the National Assembly for approval in 2022 a National General Master Plan for the 2021-2030 period, with a vision toward 2050.

+ Formulating and submitting to the Prime Minister for approval in 2022 master plans on the northern midland and mountainous region; the Red River delta region; the northern Central Vietnam and central coast region; the Central Highlands region; and the southeastern region for the 2021-2030 period, with a vision toward 2050.

+ Formulating and submitting to the Government in 2022 a Scheme on development and management of the national planning information system and database.

- The Ministry of Transport shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, organizing the synchronous and efficient implementation of national master plans for sectors in the transport field for the 2021-2030 period, with a vision toward 2050, including the master plan on the road network, master plan on the railway network, general master plan on development of Vietnamese seaports, master plan on infrastructure facilities of Vietnamese inland waterways, and general master plan on development of airports and aerodromes nationwide.

- The Ministry of Construction shall assume the prime responsibility for:

+ Preparing and submitting to the National Assembly a draft Law on Urban Management and Development for passage in the 2022-2023 period.

+ Formulating and submitting to the Prime Minister for promulgation in 2022 the master plan on systems of urban centers and rural areas for the 2021-2030 period, with a vision toward 2050. The urban planning and development shall be associated with sustainable development goals, environmental protection and climate change response; creating favorable conditions for all economic sectors to participate in investment and development of urban centers and urban technical infrastructure facilities. The urban planning and development should be based on orientations for development of mass transit and greeneries in order to ensure harmonious development and improvement of living standards for the people.

- The Ministry of National Defense shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, organizing the implementation of the master plan on construction and development of economic-national defense zones through 2025 under the Prime Minister’s Decision No. 49/QD-TTg of June 24, 2020.

- The Ministry of Information and Communications shall study and formulate a master plan on national information and communications infrastructure facilities for the 2021-2030 period, with a vision toward 2050.

- Provincial-level People’s Committees shall assume the prime responsibility for formulating and implementing provincial master plans for the 2021-2030 period, with a vision toward 2050.

b/ Building and improving regional connectivity institutions, and consolidating regional organization and coordination apparatuses; improving orientations, mechanisms and policies for efficient utilization of benefits from regional cooperation and connectivity, thereby increasing spillover benefits from the improved productivity, quality, efficiency and competitiveness and upgraded value chains of sectors with advantages; and developing green economy models and economic zones suitable to particular characteristics of different regions.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Finalizing and submitting a Scheme on regional connectivity institutions in Vietnam for the 2021-2030 period to the Prime Minister for promulgation.

+ Studying and formulating mechanisms and policies to bring into full play the leading role of localities with development conditions and potential in the renewal of growth model in economic zones.

+ Formulating and applying on a pilot basis special mechanisms and policies, and developing new models to create breakthroughs in urban economic development, before submitting them to the Government and Prime Minister for approval.

+ Formulating and submitting to the Prime Minister for consideration and promulgation a Scheme on development of industrial clusters in the marine economy in association with building strong marine economic centers through 2030.

+ Drafting and submitting to the Government for promulgation in 2022 a Government’s Resolution on solutions to raise efficiency of the development of industrial parks and economic zones.

+ Formulating and submitting to the Prime Minister a Scheme on construction of the complete infrastructure system for the 2021-2030 period, in order to realize with breakthroughs the Strategy for national socio-economic development in the spirit of Resolution No. 13/NQ-TW.

+ Implementing the medium-term public investment plan in the direction of closely combining investment by central and local agencies and by localities in socio-economic infrastructure facilities, particularly transport infrastructure facilities, in order to raise capacity and connectivity of all regions.

+ Reviewing data and developing socio-economic and natural resources and environmental databases of regions, ensuring their consistency with the national databases.

- The Ministry of Home Affairs shall assume the prime responsibility for studying, reviewing and adjusting functions and tasks of local administrations and establishing institutions for regulating region-based economic development.

- The Ministry of Finance shall assume the prime responsibility for studying and revising a number of contents of legal documents on the state budget and organization of local administrations.

- Ministries, sectors and localities shall efficiently carry out the urbanization process in the course of industrialization and modernization; tightly control the urban development process, improve urban economic development models, and organizational apparatus, functions, tasks and management methods of urban administrations.

5. Restructuring sectors toward modernity, developing green and sustainable economy, and bringing into the fullest play potential and advantages

a/ Restructuring agriculture

- The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Organizing the implementation of the Plan on restructuring of agriculture for the 2021-2025 period under the Prime Minister’s Decision No. 255/QD-TTg of February 25, 2021, in association with the building of a new-style countryside; promoting transfer and application of scientific and technological advances and advanced production processes in production activities toward a clean, hi-tech and environmentally friendly agriculture; strongly shifting from the quantity-targeted production to quality and efficiency-targeted and high-added-value production adaptable to climate change and sea level rise in order to select and develop products that help promote comparative advantages of each locality or region and the whole country and increase income for farmers.

+ Organizing the effective implementation of development strategies for the 2021-2030 period in the sub-sectors and fields of animal husbandry, fisheries, forestry, disaster prevention and control, and development of collective economy and cooperatives.

+ Improving mechanisms and policies to create a new driving force for the development of agriculture, farmers and rural areas; stepping up the labor restructuring in agriculture and rural areas; raising quality of the training of high-quality human resources; intensifying trade promotion, and developing markets and building brands for a number of Vietnamese agricultural, forest and aquatic products on the international market; and strongly developing e-commerce in agriculture.

+ Renovating and developing advanced, appropriate and efficient production organization forms, and expanding commodity production; promoting the development of green, clean, ecological, organic, hi-tech and smart agriculture adaptable to climate change; formulating and submitting to the Prime Minister a Scheme on development of sciences and application and transfer of technologies, particularly advanced and high technologies, to serve the agricultural restructuring in the context of international integration and climate change in the 2021-2030 period.

+ Reviewing and adjusting agricultural production master plans, with a view to bringing into full play advantages of each region or locality and establishing sustainable material zones for the agricultural product processing industry to meet market demands; reviewing and adjusting paddy land areas to a reasonable level and shifting to cultivation of crops and rearing of animals of high value under the National Assembly’s Resolution No. 39/2021/QH15 of November 13, 2021, on the national land use master plan for the 2021-2030 period, with a vision toward 2050, and the 2021-2025 five-year national land use plan.

+ Increasing measures to implement the national target program on building of a new-style countryside for the 2021-2025 period; concentrating on the development of countryside toward sustainable commodity production and higher production efficiency to help increase income for the rural population.

+ Formulating programs to promote cooperation and linkage among four parties (the State, farmers, scientists and enterprises) so as to combine production with processing, distribution and sale.

+ Devising solutions to step up the establishment and development of enterprises and cooperatives applying advanced governance technologies and capable of organizing production and product sale linkage for farmers in concentrated production areas.

+ Formulating policies to develop more modern agricultural and rural infrastructure facilities.

+ Formulating policies to promote the development of agricultural mechanization; formulating and submitting a Scheme on raising of synchronous agricultural mechanization capacity to the Government in 2023.

+ Developing the agricultural product processing industry and post-harvest preservation technology; formulating and submitting to the Government a Scheme on development of livestock product processing industry and market.

+ Formulating a Scheme on development of key industrial crops through 2030.

+ Formulating a Scheme on restructuring of the rice industry through 2030.

+ Studying and formulating a master plan on protection and exploitation of aquatic resources for the 2021-2030 period, with a vision toward 2050; a national master plan on forestry for the 2021-2030 period, with a vision toward 2050; a master plan on disaster prevention and control and hydraulic work for the 2021-2030 period, with a vision toward 2050; and a master plan on the system of fishing ports and storm-shelter zones for fishing ships for the 2021-2030 period, with a vision toward 2050.

+ Organizing the implementation of the Scheme on development of marine aquaculture through 2030, with a vision toward 2050.

+ Developing a sustainable forest economy, enhancing the forest management and protection, raising productivity, quality and added value of forest products, bringing into full play forests’ function of protecting the eco-environment and biodiversity, thus contributing to mitigating adverse impacts of disasters, and adapting to climate change.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Studying and adjusting mechanisms to encourage and support all economic sectors to invest in agriculture and rural areas.

+ Concentrating on development and modernization of agricultural and rural infrastructure facilities; raising the capacity to prevent, control and mitigate disasters, respond to climate change, and cooperate in efficiently and sustainably using trans-boundary water sources; and protecting the eco-environment.

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for directing and inspecting the formulation, approval and implementation of land use master plans and plans under regulations, ensuring that land resources are allocated and used for agricultural and non-agricultural purposes in a reasonable, economical, efficient and sustainable manner and in conformity with natural and socio-economic conditions of each region or locality; address the problem of instability of master plans and avoid land use conflicts between sectors and between commodity lines in the same sector which adversely impact rights and interests of investors.

- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, proposing solutions and policies to develop supporting industries and logistics services for agriculture.

b/ Restructuring industry

- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Organizing the implementation of the Scheme on restructuring of the industry and trade sector for the 2021-2030 period after it is approved by the Prime Minister.

+ Concentrating on promotion of innovation and digital transformation in industry; thoroughly utilizing achievements of the Fourth Industrial Revolution for digitalization and technologization of production and business methods in order to improve productivity and quality and efficiently and economically use natural resources and energy in association with environmental protection and climate change adaptation.

+ Further developing a number of platform industries, such as energy industry, mechanical engineering, metallurgy, chemistry, fertilizer production, new materials, and pharmaceutical industry; prioritizing the development of a number of spearhead industries, new technologies, high technologies, and supporting industries; rapidly developing industries of high added value and shifting to stages of high added value in global and regional value chains.

+ Organizing the implementation of the Strategy for development of Vietnam’s textile-garment and leather footwear industries through 2030, with a vision toward 2035; and the Strategy for development of the chemical industry through 2030, with a vision toward 2040, after they are approved by the Prime Minister.

+ Formulating and submitting to the Prime Minister for promulgation a Strategy for development of the coal industry through 2030, with a vision toward 2045.

+ Building and developing specialized industrial clusters; forming on a pilot basis a number of industrial clusters based on competitive advantages, specialization and value chains; formulating a Scheme on pilot investment in concentrated industrial parks in a number of suitable localities after the model of industrial clusters for manufacturing components and spare parts for processing and manufacturing industries prioritized for development, then submitting it to the Prime Minister for promulgation.

+ Continuing to promulgate policies to efficiently exploit renewable energy; organizing the effective implementation of the master plan on exploration, exploitation, processing and use of minerals for the 2021-2030 period, with a vision toward 2050.

+ Formulating and submitting to the Prime Minister for approval a National Master Plan on energy for the 2021-2030 period, with a vision toward 2045.

+ Formulating and submitting to the Government and Prime Minister for approval a National Strategy for energy development in Vietnam through 2030, with a vision toward 2045.                               

+ Formulating and submitting to the Prime Minister for approval a National Master Plan on electricity development for the 2021-2030 period, with the subsequent period through 2045 taken into consideration.

+ Studying solutions to promote the development of environmental industries with modern technologies, reduce greenhouse gas emissions according to committed goals, and make the best use of international assistance in technological transformation.

- The Ministry of Planning and Investment shall assume the prime responsibility for proposing to the Government for consideration the addition of a draft Law on Industrial Parks and Economic Zones.

- The Ministry of Information and Communications shall assume the prime responsibility for formulating a Strategy for development of Vietnam’s digital technology industry through 2025, with a vision toward 2030.

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, working out an Action Plan on reduction of Methane emissions through 2030.

c/ Restructuring service sectors

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Organizing the implementation of the General Strategy for development of Vietnam’s service sectors through 2030, with a vision toward 2050.

+ Formulating policies to concentrate resources on developing a number of potential service sectors with high knowledge and technological contents; and attracting private investment in spearhead and key service sectors.

- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Government and National Assembly a Scheme on preparing a draft revised Law on Protection of Consumer Interests.

+ Organizing the effective implementation of a Strategy for goods import and export for the 2021-2030 period after it is approved by the Prime Minister.

+ Organizing the implementation of a Strategy for development of the market surveillance force for the 2021-2025 period, with a vision toward 2030, after it is approved by the Prime Minister.

+ Organizing the implementation of a Scheme on development of sharing economy models for promotion of sustainable production and consumption for the 2021-2030 period after it is approved by the Prime Minister.

+ Stepping up the restructuring of service sectors based on modern and digital technology platforms.

+ Devising solutions to develop e-commerce and efficiently utilize e-payment methods and new payment instruments and services; formulating and submitting to the Prime Minister for approval a Scheme on combat of counterfeit goods and protection of consumers in e-commerce for the 2021-2025 period.

+ Devising solutions and policies to efficiently exploit the domestic market; formulating policies to support enterprises in applying digital technology solutions to trace product origin; upgrading and improving the infrastructure system for wholesale and developing distribution enterprises in order to combine circulation with production.

+ Organizing the implementation of a Scheme on promotion of direct participation of Vietnamese enterprises in foreign distribution networks for the 2021-2030 period after it is approved by the Prime Minister.

+ Building and submitting a set of indicators for evaluation of results of the annual implementation of FTAs by localities to the Prime Minister for approval.

+ Devising solutions to concentrate efforts on the application of trade remedies to protect production and consumer interests.

- The Ministry of Transport shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, studying and devising solutions to establish the system of powerful logistics centers, especially for aviation and maritime sectors.

- The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Devising solutions to vigorously develop cultural and sport services into an important economic sector.

+ Stepping up the restructuring of the tourism industry, developing diverse tourist products to be professional and modern; concentrating on definitely eliminating bottlenecks in tourism infrastructure facilities.

+ Formulating policies to promote tourism in association with the conservation and sustainable development of traditional cultures.

+ Formulating and submitting to the Prime Minister for approval in 2022 a Master Plan on the tourism system for the 2021-2030 period, with a vision toward 2045.

+ Formulating and submitting to the Prime Minister for approval a Program on tourism development for the 2021-2025 period.

+ Proposing mechanism and policies to establish a number of Vietnamese tourism promotion offices abroad.

+ Studying and devising solutions to develop cultural industries in a focused and selective manner and based on creativity while inheriting the national culture and quintessence, applying scientific and technological advances, and protecting intellectual property copyright; utilizing to the utmost the economic factor of cultural values, ensuring consistency and synchronism between sectors and stages of creation, production, distribution and consumption.

- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Devising solutions to develop digital ecosystems for use as platforms for the development of digital government, digital economy and digital society.

+ Formulating and submitting to the Prime Minister for approval a Master Plan on national information and communications infrastructure for the 2021-2030 period, with a vision toward 2050.

+ Formulating and submitting to the Prime Minister for approval a Strategy for digital infrastructure facilities through 2025, with orientations toward 2030.

+ Formulating and submitting to the Prime Minister for approval a Strategy for national cyberinformation security for the 2021-2025 period, with orientations toward 2030.

- The Ministry of Finance shall assume the prime responsibility for building and establishing a carbon credit exchange based on blockchain technology and promulgating the financial management mechanism applicable to the operation of the carbon market.

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in:

+ Formulating and submitting to the Prime Minister for approval a Scheme on development of the carbon market in Vietnam.

+ Organizing the operation of the carbon credit exchange, and connecting the domestic carbon credit exchange with carbon markets in the region and the world.

- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, devising solutions to strongly develop educational services into an important economic sector.

- The Ministry of Health shall assume the prime responsibility for, and coordinate with other ministries, sectors and localities in, devising solutions to strongly develop modern health services into an important economic sector.

III. ORGANIZATION OF IMPLEMENTATION

1. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall, within the ambit of their functions, competence and assigned tasks, direct the prompt incorporation of appropriate tasks set out in the 15th National Assembly’s Resolution No. 31/2021/QH15 and this Resolution in the 2022 socio-economic development plan and the 2021-2025 socio-economic development plan; formulate and promulgate a plan on implementation of this Resolution; and at the same time direct the prompt implementation of solutions and tasks in conformity with practical conditions of each sector, field or locality.

2. The Ministry of Justice shall assume the prime responsibility for, and coordinate with related ministries and agencies in, drawing up and submitting to the 3rd session of the 15th National Assembly the list of laws and ordinances that need to be promulgated or revised in order to facilitate the economic restructuring and step up the growth model renovation.

3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall direct, examine and urge the implementation of action programs of the Government and their ministries, agencies and localities; and send reports on implementation results to the Ministry of Planning and Investment before December 10 every year for summarization and reporting to the Government.

4. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with other ministries, agencies and localities in, monitoring and urging the implementation of this Action Program, and regularly reporting it to and proposing the Government and Prime Minister necessary measures to ensure the synchronous and effective implementation of this Action Program; and make reports based on relevant contents of working programs of the Political Bureau, Secretariat and Party Central Committee, the National Assembly Standing Committee and the National Assembly under regulations.

5. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Party Central Committee’s Commission for Popularization and Education, the Vietnam Fatherland Front’s Central Committee, and related ministries and agencies in, directing press agencies and the grassroots information system in publicly communicating contents of this Resolution in order to raise the public awareness, create the social consensus, promote the sense of responsibility of heads, and mobilize efforts of all sectors, authorities, the business community and the people for successfully realizing the objectives of growth model renovation and economic restructuring.

6. In the course of implementation of this Resolution, if finding it necessary to amend or supplement specific contents of the Government’s Action Program, ministries, agencies and localities shall take the initiative in proposing amendments or supplementations to the Ministry of Planning and Investment for summarization and reporting to the Government for consideration and decision.-
