RESOLUTION

On the central budget allocation of the 2021-2025 period and the year 2022 for ministries, central agencies and localities to implement 3 national target programs

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 39/2019/QH19 on Public Investment, which has a number of articles amended and supplemented under Law No. 64/2020/QH14;

Pursuant to Law No. 83/2015/QH13 on the State Budget, which has a number of articles amended and supplemented under Law No. 59/2020/QH14;

Pursuant to the National Assembly’s Resolution No. 120/2020/QH14, approving investment policy for the national target program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period; Resolution No. 24/2021/QH15, approving investment policy for the national target program on sustainable poverty reduction for the 2021-2025 period; Resolution No. 25/2021/QH15, approving investment policy for the national target program on building of a new countryside for the 2021-2025 period; Resolution No. 29/2021/QH15, approving the medium-term public investment plan for the 2021-2025 period; and Resolution No. 40/2021/QH15, on the 2022 central budget allocation;

RESOLVES:

Article 1. Allocation of the central budget’s development investment funds for the 2021-2025 period

1. To allocate VND 92,057.861 billion as the central budget’s development investment fund for the 2021-2025 period to localities for implementation of the following 3 national target programs:

a/ VND 47,057.816 billion for the national target program on socio-economic development in ethnic minority and mountainous areas;

b/ VND 18,000 billion for the national target program on sustainable poverty reduction;

c/ VND 27,000 billion for the national target program on building of a new countryside.

(The details are provided in Appendix I to this Resolution)

2. For the central budget’s development investment fund of VND 7,942.139 billion that has not yet satisfied the conditions for being allocated: The Government shall expeditiously review and improve the legal foundation and allocation plan before reporting them to the National Assembly Standing Committee for consideration and decision.

Article 2. The 2022 central budget allocation

To allocate the central budget’s fund of VND 34,049 billion (including the development investment fund of VND 24,000 billion and the non-business fund of VND 10,049 billion) to ministries, central agencies and localities as follows:

1. VND 14,429 billion for the national target program on socio-economic development in ethnic minority and mountainous areas (including the development investment fund of VND 9,000 billion, and the non-business fund of VND 5,429 billion);

2. VND 8,620 billion for the national target program on sustainable poverty reduction (including the development investment fund of VND 6,000 billion and the non-business fund of VND 2,620 billion);

3. VND 11,000 billion for the national target program on building of a new countryside (including the development investment fund of VND 9,000 billion and the non-business fund of VND 2,000 billion);

Article 3. Organization of implementation

1. The Prime Minister shall assign the plan on the central budget’s development investment fund for the 2021-2025 period and the 2022 central budget estimates to each ministry, central agency or locality in accordance with the Law on Public Investment, Law on the State Budget, and the National Assembly Standing Committee’s resolutions before June 1, 2022.

1. The Government shall:

a/ Direct ministries, central agencies and localities to allocate and assign the central budget funding plan for the 2021-2025 period and the 2022 central budget estimates, and allocate counterpart fund from local budgets in accordance with the Law on Public Investment, Law on the State Budget, the National Assembly’s resolutions, the National Assembly Standing Committee’s resolutions, and relevant legal documents before July 1, 2022; expeditiously implement solutions for step up the implementation of the 3 national target programs according to the National Assembly’s resolutions, ensuring that allocated funds are managed and used lawfully and efficiently for proper purposes.

b/ Expeditiously report to the National Assembly Standing Committee on the plan on allocation of the central budget’s remaining development investment fund of VND 7,942.139 billion for the 2021-2025 period before September 1, 2022.

3. The Finance and Budget Committee, the Council of Ethnic Minorities and other Committees of the National Assembly, National Assembly deputies' delegations, National Assembly deputies, People’s Councils at all levels and the State Audit Office of Vietnam shall, within the ambit of their tasks and powers, supervise and audit the implementation of this Resolution.-
