RESOLUTION

On establishment of Quang Ninh city

THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;

Pursuant to Law No. 72/20125/QH15 on Organisation of Local Administration;

Considering the Government’s Report No. 491/TTr-CP of August 5, 2026; and Verification Report No. 701/BC-UBPLTP16 of August 5, 2026, of the National Assembly’s Committee for Legal and Judicial Affairs, and based on the opinions of National Assembly deputies,

RESOLVES:

Article 1. Establishment of Quang Ninh city

To establish Quang Ninh city on the basis of the entire natural area and population of Quang Ninh province.

Quang Ninh city borders the following provincial-level administrative units: Bac Ninh, Hai Phong and Lang Son; the East Sea, and the People's Republic of China.

Article 2. Effect

This Resolution takes effect on September 1, 2026.

Article 3. Organisation of implementation

1. The Government, the People's Council and the People's Committee of Quang Ninh province (the People's Council and the People's Committee of Quang Ninh city from the effective date of this Resolution), and related agencies and organisations shall organise the implementation of this Resolution; and arrange and consolidate the organisational structures of local agencies and organisations in accordance with regulations; stabilise the lives of local residents, and ensure satisfaction of the requirements for socio-economic development, national defence and security in the locality.

2. Agencies, organisations and units with names associated with the geographical name "Quang Ninh province" shall be renamed to operate under names associated with the geographical name "Quang Ninh city" effective from the date this Resolution comes into force.

3. In case the legal documents promulgated before, and remaining in effect after, the effective date of this Resolution contain the phrase "Quang Ninh province," such phrase shall be changed to "Quang Ninh city."

4. Documents and papers with contents related to the geographical name "Quang Ninh province" which were promulgated or issued by competent agencies or persons before the effective date of this Resolution and which have not yet expired or whose validity period has not yet ended shall continue to be applied or used in accordance with law until they expire or are amended, supplemented, replaced, repealed, cancelled or revoked by competent agencies or persons.

5. From the effective date of this Resolution, in addition to the regimes and policies applicable to centrally run cities, the specific mechanisms, regimes and policies previously applicable to Quang Ninh province remain effective in the territory of Quang Ninh city until the end of their application period or until competent authorities issue relevant decisions.

This Resolution was adopted on August 24, 2026, by the 16^th National Assembly of the Socialist Republic of Vietnam at its first extraordinary session.
