Maintain the tuition fee rates for the school year 2022-2023
On December 06, 2022, the Government issues Resolution No. 165/NQ-CP on tuition fees for public education and training institutions in the school year 2022-2023.
Specifically, the Government requires ministries, branches, and localities to direct education and training institutions under management to maintain the tuition fee rates for the school year 2022-2023 equal to those for the school year 2021-2022. To be specific:
Firstly, for tuition fees of public preschool and general education institutions: For education institutions that cannot cover their regular expenses: To maintain the tuition fee rates for the school year 2022-2023 equal to those for the school year 2021-2022 as promulgated by the provincial-level People's Council. In case the localities increase the tuition fee rates for the school year 2022-2023, the local budget shall cover the increased amount compared to the tuition fees collected in the school year 2021-2022. The support amount for each education institution shall be considered and decided by the locality.
At the same time, education institutions that can cover their regular expenses and education institutions that can cover their regular expenses and investment expenses shall establish the tuition fee rates based on economic-technical norms, cost norms, and submit them to the People's Committees for proposal to the provincial-level People's Councils for consideration and approval.
Secondly, for tuition fees of higher education institutions and public vocational education institutions: To maintain the tuition fee rates for the school year 2022-2023 equal to those for the school year 2021-2022 as issued by the education institutions in accordance with the Government’s Decree No. 81/2021/ND-CP. The State shall offset the tuition fee exemption and reduction according to the tuition fee ceiling for the school year 2021-2022 as prescribed in the Government’s Decree No. 81/2021/ND-CP.
Localities are encouraged to allocate and mobilize legal resources to support tuition fees for the school year 2022-2023 for students who are studying majors and professions to meet manpower needs for professions affected by the Covid-19 pandemic and for the socio-economic recovery in accordance with the Government's Resolution No. 11/NQ-CP dated January 30, 2022.
