THE GOVERNMENT’S ACTION PLAN
On implementation of the Political Bureau’s Resolution No. 23-NQ/TW dated March 22, 2018, on the national industrial development policy orientations through 2030, with a vision toward 2045
(Attached to the Government’s Resolution No. 124/NQ-CP
dated September 03, 2020)

The Political Bureau, the 12thCentral Executive Committee passed the Resolution No. 23-NQ/TW dated March 22, 2018 (hereinafter referred to as the Resolution No. 23-NQ/TW) on the national industrial development policy orientations through 2030, with a vision toward 2045, with the overall goal of “by 2030, Vietnam will accomplish its industrialization and modernization, basically becoming a modernity-oriented industrialized country among the top three ASEAN countries in industry, with some of its industries being globally competitive and deeply participating in the global value chain. By 2045, Vietnam will become a modern, industrialized country”.
Based on the direction viewpoints on the national industrial development policy orientations stipulated in the Resolution No. 23-NQ/TW, the Government promulgates the Action Plan with the following main contents:
I. OBJECTIVES AND REQUIREMENTS
1. Objectives
- To thoroughly and effectively implement the Political Bureau s Resolution No. 23-NQ/TW on the national industrial development policy orientations until 2030 with a vision toward 2045.
- To identify main contents and tasks for the Government and ministries, ministerial-level agencies, government-attached agencies and People s Committees of provinces and centrally-run cities (hereinafter referred to as ministries, branches and localities) to focus on directing and organizing successfully the overall and specific objectives of the Resolution No. 23-NQ/TW.
2. Requirements
- To ensure the Party s leadership, the unified management of the State, promote the people s ownership in the formulation and implementation of industrial development strategy and policy according to the orientations approved by the Political Bureau.
- To raise the awareness and responsibility of the party committees and authorities at all levels about the role and content of the national industrial policy in the industrialization and modernization of the country. The formulation and implementation of the national industrial policy are determined as one of the important leadership of the party committees and authorities from the central to local levels. Industrial development objectives and tasks are associated with socio-economic development objectives and tasks of the whole country and each branch and level.
- To strengthen the effectiveness and efficiency of state management in the industrial sector. To implement the restructuring, building and enhance the capacity of the industrial management system synchronously from the central to local levels, ensure centralization, transparency, efficiency, and clear assignment and decentralization. To clearly define functions of the state management and the production and business management in the industry in accordance with the characteristics of the socialist-oriented market economy.
- To expand the practical and effective participation of the Vietnam Fatherland Front, socio-political organizations and socio-professional organizations, and those affected by policies in the planning and monitoring the implementation of the national industrial policy. To resolutely fight group interests, friendly relations, corruption, and wastefulness in the formulation and implementation of the national industrial development policy.
3. Specific objectives to 2030
- The industrial sector will account for over 40% of GDP, in which manufacturing and processing industries will make up about 30% and the manufacturing industry alone will account for over 20%.
- The value proportion of hi-tech products from the processing and manufacturing industries will reach at least 45%.
- The average annual growth rate of industrial added value will increase by over 8.5%, in which that of the processing and manufacturing industries will be over 10%.
- The average growth rate of labor productivity in the industrial sector will be 7.5%.
- The Competitiveness Industrial Performance (CIP) index will be among the top three ASEAN countries.
- The proportion of labor in the industrial and service sectors will surpass 70%.
- A number of domestic industrial enterprises with large-scale and international competitiveness will be built.
II. MAIN TASKS AND SOLUTIONS
In order to achieve objectives set in the Resolution No. 23-NQ/TW, ministerial-level agencies, government-attached agencies and People s Committees of provinces and centrally-run cities need to concretize and organize the implementation of the following tasks:
1. Policy for spatial redistribution and industrial structure shift
a) The Ministry of Planning and Investment
- To coordinate with ministries and branches in completing and approving planning in industrial sectors in accordance with the Planning Law, ensure the territorial spatial redistribution and industrial structure shift according to industry-oriented and socio-economic conditions in localities.
- To formulate a policy for spatial redistribution to ensure concentration and focus, first of all, to choose development in regions and localities where industrial clusters have initially been formed or where advantages in transport infrastructure, geo-economics, natural resources, labor and logistics exist, that are capable of becoming the engine of growth.
To summarize the management of industrial clusters, industrial parks and hi-tech zones. On that basis, to coordinate with ministries and branches to formulate criteria and plan to assess operations of industrial clusters, industrial parks and hi-tech zones.
b) The Ministry of Industry and Trade
To implement regimes and policies on pilot construction of industrial clusters in some localities for a number of products in priority industries according to competitive advantage, specialization and value chain such as automobile, agricultural machinery, construction equipment, industrial equipment, electronic equipment, etc. and labor-intensive industries such as textile and leather and footwear industries.
c) The Ministry of Agriculture and Rural Development
- To guide and direct localities to ensure the rational allocation of agro-forestry product processing establishments in the direction associated with the development of concentrated raw material and product consumption areas on the basis of restructuring domestic animals and plants suitable to natural and social conditions of each locality on a national scale.
- To build and develop clusters to associate production - processing and consumption of agricultural products in localities and regions where exist advantages in transport infrastructure, labor and logistics, with large agricultural production and the potential to become the driving force for growth for the whole region, select qualified “leading” enterprises (in term of capital, facilities, human resources, science and technology and market) to lead the chain to operate smoothly and effectively.
d) The Ministry of Construction
To complete the policy system and mechanism and tools to effectively manage and control urban development. To formulate and deploy policies with the building material industry, especially the cement industry.
2. Policy for the development of priority industries
a) The Ministry of Industry and Trade
- To focus on perfecting policies and legal normative documents for the development of priority industries. To be specific:
+ To assume the prime responsibility for, and coordinate with relevant ministries and branches in submitting the Government to complete, supplement and amend policies for the development of supporting industry in accordance with practical requirements and the Law on Support for Small- and Medium-sized Enterprises;
+ To study and propose the formulation of the Decree on developing the manufacture of key mechanical products, focusing on mechanisms and policies to encourage the market creation for domestic mechanical products;
+ To prepare the Strategy on development of textile and leather and footwear industries through 2025, with a vision toward 2035; prepare the Action Plan and submit it to the Prime Minister for approval of policies and solutions to remove "congestions" of raw materials, fabric production for the garment industry and other supportive solutions to take the most advantage of free trade agreements that Vietnam has signed;
+ To coordinate with relevant ministries and branches in proposing policies to promote the material industry.
- To assume the prime responsibility for, and coordinate with provinces and cities where existing potential and advantages in the industry in promulgating industrial development orientations and building apparatus organization, allocating human resources for the local industrial development.
- Providers in priority industries shall be supported, and such policy shall be considered as the core policy for supporting industry development.
- To build and develop modern commercial trading types and methods; to build and implement the program on national trade promotion for industrial products.
b) The Ministry of Agriculture and Rural Development
- To cooperate with the Ministry of Natural Resources and Environment in formulating and submitting competent authorities to perfect the land law and create mechanisms to encourage land accumulation, promote large-sized agricultural production and create favorable conditions for the application of mechanization and technologies in agricultural and rural development.
- To focus on restructuring the agricultural product processing industry in the direction of restructuring products towards increasing the rate of deep processing, fine processing with a high added value associated with 3 product levels, including national key product group; key product groups at the provincial level; and the product group that is the local specialty.
- To develop the fertilizer, organic fertilizer and compost production industry; organic farming technologies; post-harvest processing technologies and biomass technology.
- To complete policies for the agro-forestry-fishery product processing industry in order to increase the added value and sustainable development.
- To assume the prime responsibility for, and coordinate with ministries, branches and localities in researching and proposing the Government to formulate policies encouraging agricultural mechanization.
c) The Ministry of Construction
- To build mechanisms and policies to develop the production of high-quality building material products, economical use of energy and raw materials; soundproof, heat insulation products and environmentally friendly products, unburnt materials; recycled products.
- To coordinate with the Ministry of Natural Resources and Environment in formulating policies to develop the manufacture of products made from wastes in industrial and agricultural industries, medical wastes and domestic wastes.
d) The Ministry of Transport
- To give priority to use domestically manufactured products and create favorable conditions for domestic enterprises to participate in road traffic and railway projects, especially large-scale projects.
- To research and complete national technical regulations on technical safety, quality and environmental protection, especially regulations on emissions with vehicles; at the same time, to have measures to control and strict policies applicable to vehicles failing to meet requirements on emissions; to enhance the control of overweight vehicles participating in road and rail traffic in order to ensure safety.
- To study and propose policies for the development of the Vietnamese shipbuilding industry, to strengthen the capacity of transportation by sea, inland waterways and logistics service in order to form a synchronous, continuous and effective transport system.
dd) The Ministry of Information and Communications
- To build and submit the Prime Minister for approval of the Program on developing information technology, electronics and telecommunications through 2025, with a vision toward 2030, and aim to the Fourth Industrial Revolution. To focus on proposing mechanisms and policies of prioritizing in developing a number of fields such as software, digital content, hardware, electronics and telecommunications at the world s advanced level, meeting the requirements of the Fourth Industrial Revolution; mechanisms and policies to increase the added value of domestic enterprises in the global value chain.
- To coordinate with the Ministry of Finance in studying and formulating policies on back-up credits, encouraging investment into information technology industry fields with high add value; policies on exemption and deduction of tax with the appropriate rate and term, for the right subjects in order to develop information technology industries.
- To coordinate with the Ministry of Planning and Investment in studying and formulating policies on foreign direct investment (FDI) attraction in the direction of Prioritizing projects applying “high, new, clean and economical" technologies, using a lot of domestically produced raw materials and accessories, with a high proportion of spending on scientific and technological research and development in the country, with a commitment on technology transfer, on-site human resource training; giving priority to form of joint venture and production association with domestic enterprises.
e) The Ministry of Planning and Investment
- To coordinate with relevant ministries and branches in researching and formulating investment incentive policies, focusing on sectors, fields and associated with enterprise contributions, in compliance with objectives and orientation of socio-economic development of the country.
- To promulgate incentive policies according to the preferential level and preferential period of FDI projects shall be subject to the creation of added value in the country and attached policies.
- To formulate mechanisms and policies to increase the added value of domestic enterprises in the global value chain; policies on back-up credits, encouraging the investment on fields with high add value; policies on FDI attraction in the direction of prioritizing projects applying “high, new, clean and economical" technologies, using a lot of domestically produced raw materials and accessories, with a high proportion of spending on scientific and technological research and development in the country, with a commitment on technology transfer, on-site human resource training; giving priority to form of joint venture and production association with domestic enterprises.
g) The Ministry of Finance
- To assume the prime responsibility for, and coordinate with ministries and branches in researching, amending and supplementing preferential tax policies for industrial sectors prioritized to be developed.
- To review, evaluate, formulate and implement an appropriate policy of mobilizing taxes, fees and charges to promote production development, increase the competitiveness of domestically produced goods and services, and encourage export and investment, especially investment in the application of high technologies, clean and environment-friendly technologies, capable of creating high added value, which Vietnam has advantages.
h) The State Bank of Vietnam
To operate credit solutions in order to control credit size and growth according to oriented targets associated with credit quality improvement and credit institution restructuring. To direct credit institutions to increase credit effectively, focus credit on production and business, and priority fields under the Government’s policy, including priority industries. To strictly control credit in fields with high risks.
i) The Ministry of Foreign Affairs
- To coordinate with ministries and branches in researching to propose and promote the development of industrial cooperation agreements with partners, especially partners with industrial and high-tech potentials to contribute to capacity building and domestic industrial potentials, with priority given to processing and manufacturing industries with high added value, using high technology that is friendly with environment, energy, information technology, and training of high-quality technical workers.
- To coordinate with ministries and branches to actively and proactively participate in industry and technology cooperation in a number of regional economic integration initiatives on the basis of ensuring national interests such as cooperation in production capacity, the connection of infrastructure and energy.
- To monitor and provide information on moves to implement industrial strategies and policies of countries having impacts on Vietnam, serving domestic agencies, localities and enterprises to take advantage of opportunities for cooperation, minimizing unfavorable and negative impacts.
k) The Ministry of National Defence and the Ministry of Public Security
To study and propose the Government policies to promote a specialized and dual-use mechanical industry to ensure autonomy in building defense and security; equipping for the people s armed forces, combining national defense and security with the economy, the economy with defense and security, building the revolutionary, regular, elite, and modern People s Army force, the People s Public Security forces; to attach importance to the development of a dual-use industry, ensuring the combination of defense and security production with the production of civil goods.
l) The Ministry of Culture, Sports and Tourism
To promote the development of Vietnamese cultural industries under its management, including advertising, design, cinema, fashion, performing arts, fine arts, photography and exhibitions, cultural tourism products; at the same time, to coordinate with relevant ministries and agencies in developing other cultural industries such as architecture, handicrafts, television and radio, etc. to become important economic sectors, making a positive contribution to the economic growth and job creation through the production of more and more diverse and high-quality cultural products and services, meeting the needs of creation, enjoyment and consumption of culture by people and for domestic and export purpose.
3. Policy to create a favorable investment and business environment for the development of industries
a) The Ministry of Planning and Investment
- To assume the prime responsibility for, and coordinate with ministries and branches in researching and submitting the National Assembly to amend and supplement the Law on Investment, the Law on Enterprises and relevant laws to ensure the uniformity and consistency in investment management (including domestic and foreign investment): Not to grant permits for projects that consume a lot of energy, exploit minerals unassociated with deep processing, waste of resources, use of obsolete technology, and a high risk of environmental pollution.
- To assume the prime responsibility for, and coordinate with ministries and branches in, studying and proposing to submit competent authorities to amend bidding regulations in order to give maximum incentives to domestic contractors on the principle of only conducting domestic bidding for industrial products that can be produced domestically on the basis of compliance with international commitments to which Vietnam is a contracting party.
- To simplify administrative procedures in investment.
- To coordinate with ministries, branches and localities in drastically implement tasks and solutions specified in the Political Bureau’s Resolution No. 50-NQ/TW dated August 20, 2019 on the orientation to perfect institutions, policies, and improve the quality and efficiency of foreign investment cooperation to 2030, focusing on:
+ Renovating policies and promoting foreign direct investment (FDI) attraction into the industry, especially the processing and manufacturing industries. Strongly shifting policies to attract FDI in the industrial sector from quantity to quality with focus;
+ Closely stipulating on the reporting regime of FDI enterprises and state management agencies, ensuring the national defense and economic security;
+ Building and publicizing the list of national industrial investment projects and implementing investment promotion activities to attract high-quality FDI. Researching and building new models to attract FDI in the industry field.
b) The Ministry of Finance
- To assume the prime responsibility for, and coordinate with ministries and branches in perfecting the legal framework, pay attention to Securities Law in sync with the Law on Enterprises and the Law on Investment, including submitting to the National Assembly for the promulgation of the amended Securities Law in the direction of simplifying issuance conditions and dossiers in association with increasing obligations of information disclosure by issuing organizations; to shorten the process of approving listing, issuing, and trading stocks and bonds to promote enterprises to raise capital from investors.
- To deploy and provide guidance on the implementation of the Special Preferential Import Tariff and Preferential Export Tariff in order to execute signed Free Trade Agreements according to the committed roadmap.
- To synchronously implement solutions to develop the bond market in accordance with the Prime Minister’s Decision No. 1191/QD-TTg dated August 14, 2017 on approving the roadmap to develop the Vietnamese bond market in the 2017 - 2020 period, with a vision toward 2030.
- To build and perfect the Vietnamese Standards on Auditing and Accounting in accordance with international practices in order to raise the administration capacity of industrial enterprises, increase the mobilization capacity of long-term investors, and improve the capital market’s operation effectiveness.
- To build and implement well the connection and inter-agency of the National Single-window section between people, organizations and enterprises with relevant state agencies and organizations on the basis of Big Data, the unique identification number of organizations and individuals.
c) The Ministry of Industry and Trade
- To actively remove market barriers, fight against monopolistic practices and unfair competition.
- To implement, apply and manage the traceability system for industrial products, focusing on priority industries for development such as textile and leather and footwear, food industry, electricity - electronics, and mechanics and high-tech products.
- To increase the quality and effectiveness of market inspection and control. To promote the combating of smuggling, commercial fraud, counterfeit goods and violations of regulation on intellectual property in the industry field, ensure the healthy environment for production and business.
- To actively study to promulgate standards and technical regulations as well as apply trade remedies in compliance with international commitments in order to create a healthy completive environment on the market.
d) The Ministry of Science and Technology
To coordinate with ministries and branches in:
- Effectively implementing legal normative documents related to standard, measurement, quality and conditions for providing the service of conformity assessment.
- Promoting socialization of the conformity assessment as prescribed.
- Strengthening the recognition of technical results, acceptance of conformity assessment results carried out in the exporting countries.
- Promoting the organization of assessment at the manufacturing establishment, for goods under the management to reduce time and costs of conformity assessment for industrial enterprises.
dd) The State Bank of Vietnam
- To adjust policies on monastery and rate in an active, flexible and careful manner, in harmony with the fiscal policy and other macro policies in order to stabilize macroeconomics, control inflation, supporting production and business activities and promoting industrial development.
- To review and step-by-step perfect the legal framework for the corporate bond purchase and sale by the credit institutions in order to create favorable conditions for credit institutions purchasing and trading corporate bonds, contributing to the increase of the liquidity of the corporate bond market, and supporting enterprises in capital mobilization through the bond market in service of production and business activities.
4. Policy for the development of industrial enterprises
a) The Ministry of Planning and Investment
- To assume the prime responsibility for, and coordinate with ministries, branches and localities in formulating breakthrough policies to promote innovation for industrial enterprises. To formulate and submit the Prime Minister for consideration and approval of the Scheme on development of National Innovation Centers in a number of provinces and centrally-run cities.
- To study and formulate mechanisms and policies encouraging and urging domestic enterprises to associate with, contribute capital to and purchase shares and the capital contribution from foreign investment enterprises, especially enterprises involved in sectors and fields of foreign investment attraction.
b) The Ministry of Finance
- To continue making plans to perfect legal institution and framework on equitization, divestment of State capital in enterprises according to the direction and assignment of the Government as prescribed in the Resolution No. 97/NQ-CP dated October 02, 2017, to continue implementing contents provided in the Government s Resolution No. 98/NQ-CP dated October 03, 2017 and the Government s Action Plan on implementation of the National Assembly’s Resolution No. 60/2018/QH14 dated June 15, 2018 on continuing to perfect and implement policies and laws on management and use of state capital and assets at enterprises and equitization of state enterprises.
- To assume the prime responsibility for, and coordinate with ministries, branches and localities in amending and supplementing financial policies supporting the market expansion and promotion, supporting the credit accession, information provision, legal counseling, human resource development for enterprises involved in the industry field.
c) The Ministry of Industry and Trade
- To build big industrial data centers; focusing on the database on enterprises, industrial products and create favorable conditions for enterprises to quickly access necessary linked information and analyze, evaluate and select business lines and sectors of investment.
- To support industrial enterprises to take the most advantages of the signed Free Trade Agreements.
To assume the prime responsibility for, and coordinate with ministries, branches and localities in developing the system of enterprises providing industrial development counseling services.
d) The State Bank of Vietnam
To continue directing credit institutions to synchronously apply solutions in order to create favorable conditions for industrial enterprises to increase bank credit accessibility.
dd) The Ministry of Agriculture and Rural Development
To develop industrial enterprises processing agricultural products or manufacturing for domestic private agricultural production by effectively implementing the Resolution No. 10-NQ/TW dated June 03, 2017 of the 12thCentral Executive Committee on developing the private economy to be an important driving force of the socialist-oriented market economy. To be specific:
-To focus on developing large private economic groups in processing with famous international brands, advanced production technology and high competitiveness.
- To encourage the development of small- and medium-sized enterprises processing agricultural products for on-site consumption for farmers; to support enterprises of all economic components; to supplement and complete policies to attract investment from enterprises for each area given special priority or priory and area encouraged to be invest.
- To build mechanisms supporting investment development for establishments manufacturing and trading machinery and equipment serving agricultural production and agro-forestry-fishery product processing.
e) The Ministry of Information and Communications
To formulate a National Strategy on Vietnamese digital technology enterprise development through 2030.
5. Policy for the development of human resources for the industrial sector
a) Ministry of Labor, War Invalids and Social Affairs.
To assume the prime responsibility for, and coordinate with ministries and branches in completing strategies, policies and legal normative documents on labor and human resource development for industries and submit them to competent authorities to promulgate.
- To study, amend and supplement a number of articles of the Law on Employment.
- To make a Scheme on career training and change, improving occupational skills for rural employees, training for employees in small and medium-sized enterprises, and providing training courses for the elderly and policy beneficiaries in the period of 2021 - 2025.
- To study and formulate the Scheme on planning the vocational education institution network in the period of 2021 - 2030, with a vision toward 2045, in compliance with the planning tasks approved by the Prime Minister.
- To develop the direct human resources for sectors and occupation in service of national development, meeting requirements for industrialization and modernization, especially requirements of the Fourth Industrial Revolution and international integration.
- To promote communications, make the transformation in knowledge, consensus and mobilize the society participation in innovation and improvement of vocational education quality; to sustainably link vocational education with the labor and employment market.
- To promote cooperation with a number of countries in high-quality and skill training in industries.
b) The Ministry of Education and Training
- To formulate mechanism and policies for the development of human resources in technology in compliance with the direction stated in the Resolution No. 23-NQ/TW, especially requirements of the Fourth Industrial Revolution.
- To build and implement the planning on higher education institution network for the period of 2021 - 2030, with a vision toward 2050; to train high-quality human resources, especially those for the successful implementation of the Political Bureau’s Resolution No. 23-NQ/TW. To plan a network of higher education institutions of reasonable size and career structure, clearly stratified, to meet the renovation, international integration and improvement of the quality of training institutions to develop industrial human resources capable of mastering and receiving new production technologies. Since then, to improve the training quality for training educational institutions, meeting human resource requirements, improving the human resource allocation for the higher education development and improvement of higher education system management capacity.
- To step up the socialization of technical and technological training; deploy training models in science, technology, engineering, foreign languages and informatics to reach the international level in higher education institutions. To encourage private sectors and enterprises to train high-quality industrial human resources to closely link the research and training with production and business activities and the demand of the industrial labor market. To build the system to assess the education quality according to the international standard.
- To implement an education model in science, technology, engineering and math (STEM), foreign languages and informatics in the general education program.
- To promote communication activities to raise social awareness about the role of high-qualified industrial human resources that are capable of research, modern management and administration skills, application of science and technology in socio-economic development.
c) The Ministry of Planning and Investment
To assume the prime responsibility for, and coordinate with relevant ministries and branches, the Vietnam Chamber of Commerce and Industry and associations and sectors in implementing and promoting the role of the leading industrial entrepreneurs with professional knowledge on economy and foreign languages; meeting the requirements for innovation and international integration.
d) The Ministry of Agriculture and Rural Development
- To study and implement mechanisms and policies to develop the human resources for the agricultural product processing industry, meeting requirements for sustainably restructuring the agricultural industry, especially in the context of the Fourth Industrial Revolution and international integration.
- To build mechanisms and policies to encourage rational switch of a part of human resources directly working in agriculture to processing industries.
6. Science and technology policy for industrial development
a) The Ministry of Science and Technology shall:
- Restructure the national programs of science and technology for practically serving socio-economic development objectives, development of priority industries and industrial products. Improve the capacity for application of the world s advanced scientific and technological achievements to develop Vietnam’s competitive key industrial products. Prioritize resources for implementing a number of national key research programs on the 4thindustrial revolution. Concentrate on developing priority technologies that can be applied to develop specific products that are in accordance with Vietnam s competitive advantages and impact on other industries and fields, including: information and communications technology, mechatronics; new technology in the field of energy; artificial intelligence and automation; biotechnology and biomedical electronics technology.
- Complete the legal framework for new services and types of business in line with the trend of the 4thIndustrial Revolution.
- Coordinate with the Ministry of Industry and Trade and relevant sectors and ministries in formulating the national program of science and technology in the 2021 - 2030 period and submit it to the competent agency for approval: The program on development of a number of hi-tech industries; the national program on development of products.
- Continue further implementing effectively the program of science and technology at national level through 2025: “Support for research, development and application of technology of the 4thIndustrial Revolution”. Strongly and comprehensively implement the scheme "Developing the digitalized Vietnamese knowledge system".
- Assume the prime responsibility for, and coordinate with ministries, branches and localities in, summing up the national program on technology renovation through 2020, the national program on development of products through 2020, the national program on hi-tech development through 2020, the national program on raising productivity and quality of Vietnamese enterprises’ products and goods through 2020; simultaneously formulate and implement the above national programs of science and technology for the next period.
- Effectively implement national programs of science and technology to research and develop products according to the value chain for priority industries such as: Information technology and telecommunications, electronic industry at the advanced level of the world, creating a digital technological platform for other industries; clean energy, renewable energy, smart energy industries; processing and manufacturing industries to serve industry, agriculture; defense and security industry combined with dual-use civil industry.
- Implement network connection activities and support organizations to design, manufacture, test, and coordinate with science and technology organizations, financial enterprises, and technology experts in researching and developing experimentation, experimental production to perfect technology in industrial enterprises; promote the commercialization of research results, develop intermediaries of the science and technology market. Implement demonstration activities to connect technology supply and demand with a series of technology showcases; seminars on promoting regional technology application and transfer; business dialog forum on technology application and innovation.
- Coordinate with the Ministry of Finance in formulating a fundamental innovation mechanism and synchronizing the financial management mechanism of science and technology organizations, methods of using the state budget for science and technology; applying tax policies, providing financial assistance, and appropriate resources to encourage technology research, innovation and modernization.
- Promote administrative procedure reform in order that enterprises may easily access science and technology development funds. Promote public-private cooperation mechanism in implementing technology innovation, research and development projects; to expand the form in which the state orders science-technology tasks and purchases research results. Check and amend regulations to facilitate science and technology research, development and application of enterprise, meeting requirement of technology innovation.
- Innovate and develop strongly and synchronously the science and technology market; intensify the protection and enforcement of intellectual property rights, particularly intellectual property in the digital age; promote exploitation of information about industrial property; step up the support for exploitation and commercialization of scientific research results on the basis of the protection of intellectual property rights and establishment of innovative and creative start-ups; shorten the process of applying intellectual property to production and business.
- Enhance domestic and international cooperation in research and development, application of science and technology, and purchase, sale and transfer of scientific and technological products. Step up the commercialization of scientific and technological research outcomes. Establish national database on technology and technology experts. Develop consultancy, appraisal, brokerage and pricing services for scientific and technological products. Promulgate mechanisms and policies to enhance cooperation and technology transfer between national defense and security and civilian industries; attract foreign investment capital selectively and effectively in the new situation through scientific and technological cooperation projects and tasks, prioritize projects using “high, new, clean and economical” technologies, using lots of domestically manufactured materials and components, with the potential to impact, technology transfer, and link with domestic enterprises to join the global value chain.
- Promote the development of national standards, national technical regulations in conformity with international standards, regional standards and advanced foreign standards.
- Propagate, train and foster knowledge of, and organize the implementation of regulations on, barcodes, codes, product and goods traceability.
- Implement measures to support the association between science and technology organizations and local technology application and transfer organizations and enterprises to exploit, perfect, apply, commercialize technology and results of scientific research and technology development in practice.
- Support the building and development of science and technology enterprises in the industrial sectors, particularly in the priority industries. Build mechanisms and policies to promote the development of incubators of technologies and science and technology enterprises in key and priority industries, sectors.
b) The Ministry of Industry and Trade shall:
- Support and urge enterprises to apply modern production and management technologies associated with digital transformation and smart production development, contributing to improvement of the productivity and competitiveness of key industries, sectors and industrial products. Concentrate on building and implementation of the program on raising productivity and quality of industrial products and goods in the 2021 - 2030 period; the Plan on supporting enterprises in application of Industry 4.0 technologies and development of smart production in the 2021 - 2030 period.
- Promote the formulation and implementation of the Plan on development of the biological industry of Industry and Trade sector through 2030. Step up biotechnology research and application in the processing industry; implement the renewal of mechanisms and policies, facilitate enterprises’ investment in renovation and modernization of technologies and production equipment, contributing to make a biological industry into an economic sector with an important contribution to the country’s economic development.
- Formulate and implement the national programs of science and technology for research and development of products according to the value chains in supporting industries, mechanic, electronics, textile and leather-footwear industries, but focusing on high added value-creating phases with smart and automated manufacturing processes.
c) The Ministry of Information and Communications shall:
- Assume the prime responsibility for, and coordinate with ministries, branches in, establish mechanism and policy on breakthroughs in infrastructure and application of information and communications technologies, particularly digital connection (4G and 5G) infrastructure, ensuring their safety and synchronization to meet the requirement of connection to people and things via the internet.
- Implement the National Digital Transformation Strategy through 2025, with a vision to 2030 in the direction of encouraging investment, development of big data centers; promoting the development of the science of big data analysis, management and processing in order to create new products and knowledge.
- Coordinate with ministries, branches in enhancing the application and integration of information technology and automation in production and business.
d) The Ministry of Finance shall:
Guide local tax agencies, financial agencies to implement preference for science and technology enterprises accordance with the Government’s Decree No. 13/2019/ND-CP dated February 01, 2019 on science and technology enterprises.
dd) The Ministry of Foreign Affairs shall:
- Check, update and supplement the contents of cooperative of science and technology, industry development in relations with partners, especially strategic partners, comprehensive partners and partners with the science, technology and industry potential.
- Coordinate with ministries, branches, localities in urging and promoting the implementation of cooperation agreements with partners in the field of science and technology, industry in order to contribute to the implementation of national industrial policies.
e) The Ministry of Construction shall:
Prioritize the development of advanced and modern technologies with high degree of automation, 3D printing technologies applied in construction, nanotechnology, use of recycled fuels, industrial and agricultural wastes and construction to produce high quality building material products that consume less raw materials, energy and fuel; energy-saving products, soundproofing, thermal insulation, environment-friendly products, unburnt materials, recycled products, etc. that meet environmental regulations, standards and technical standards. Attach importance to investment in renovating and modernizing existing building material production establishments, for step by step eliminating obsolete technologies and consuming a lot of raw materials and fuels.
g) The Ministry of Transport shall:
Encourage use smart management and Internet of Things (IOT) in operation of transportation and means of transportation.
h) The Ministry of Agriculture and Rural Development shall:
Formulate priority policies for enterprises processing and preserving agricultural products, especially investing in high technology to create added value for groups of specific, useful processed products with deep processing, products used in medicine, pharmaceuticals, cosmetics, food and beverage industries, and processing technology using agricultural by-products.
i) The Ministry of Education and Training shall:
- Create a university-enterprise linkage in training and scientific research at training institutions.
- Build the mechanism of coordination among general education institutions, higher education institutions and vocational education institutions on vocational guidance and orientation for separation of students after lower secondary and upper secondary schools.
7. Policy on effective exploitation and use of natural resources and minerals, environmental protection, and adaptation to climate change in the course of industrial development
a) The Ministry of Natural Resources and Environment shall:
- Continue to build and complete the system of legal normative documents on natural resources and environment, particularly concentrate research, amendment and supplementation of the Laws on: Land, Environmental Protection, Minerals; formulate and implement the master plans on use of natural resources and environmental protection according to the Law on Planning.
- Promptly research, sum up and evaluate the implementation of the Scheme on Minerals through 2020, with a vision toward 2030 in the Prime Minister’s Decision No. 2427/QD-TTg dated December 22, 2011, propose a scheme for the next period and report to the Prime Minister for consideration and approval.
- Concentrate resources to speed up the implementation of basic geological surveys of minerals, especially mineral discovery, survey and assessment in the Northwest and Central regions to discover new mines and deeply hidden mines, for metal minerals (copper, gold, tungsten, tin, lead, zinc, etc.) in prospective geological structures for the planning of mineral exploration, mining, processing and use.
- Build, amend and supplement policies and law on natural resources and environment related to industrial production; review current environmental national technical regulations related to wastes and waste treatment. Enhance control, active prevention and reduction of environmental pollution due to industrial production.
- Strictly control issues of management and efficient use of natural resources and environmental protection in industrial production; strictly handle projects that fail to comply with commitments, or are ineffective, consume a lot of energy, waste natural resources, and use outdated technologies with a high risk of environmental pollution; strengthen the inspection and examination of large waste generators nationwide.
- Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, study, formulate and submit to competent authorities for completion of the land law, including mechanisms and policies to encourage land accumulation in agriculture, facilitate enterprises’ investment in agriculture on an area of land large enough to apply advanced production and processing technologies to the agriculture and rural sector.
- Develop mechanisms and policies to encourage the development of the environmental industry; mobilize resources from all economic components for environmental protection; review and complete policies to encourage and prioritize enterprises to invest in research and manufacturing of equipment for the treatment of environmental pollution, the application of clean and energy-saving technologies, environmentally friendly products, cleaner production.
- Ensure that the use of land for the national industrial development is consistent with the land use master plans and plans approved by competent state agencies; ensure the economical and efficient use of land, minimizing the change of use purposes of paddy land with high productivity, land for protection forests, land for special-use forests, especially land for natural forests and residential land; limit impacts on people whose land is recovered.
b) The Ministry of Industry and Trade shall:
- Integrate master plans of exploration, mining, processing and use of minerals into the national planning according to the 2017 Law on Planning. On the basis of mineral scheme in the new phase, to study plans for the exploitation, processing and efficient use of a number of minerals with large reserves and high economic value such as bauxite, iron ore, chromite, etc.
- Continue effectively implementing the Scheme “Innovation and modernization of technology in the mining industry through 2015, with a vision to 2025”.
c) The Ministry of Finance shall:
- Assume the prime responsibility for, and coordinate with ministries and branches in, reviewing to amend and supplement policies on taxes, charges of environmental protection, ensuring the collection with right subjects, appropriate collection rates to encourage the effective use of natural resources and investment in modern and environmentally friendly technologies for the sustainable development.
- Research to build, amend and supplement the law on environmental protection tax on goods causing environmental pollution during their production, use and disposal processes (lead-acid batteries, chemicals, automobile’s inner tubes and tires, electronic equipment, etc.).
- Study tax application mechanisms for agricultural land use, especially for organizations and individuals using large areas to encourage the development of hi-tech agriculture and clean technology.
- Study and propose to competent authorities for adjusting tax rates and bases for excise tax calculation for goods and services that need to be regulated due to their potential to pollute the environment (gasoline, coal, mineral mining, etc.).
8. Responsibilities of localities
- To actively formulate programs, orientations, strategies to develop industries in conformity with competitive advantages of localities, based on policies and law of the central authorities.
- To promulgate policies to attract investment to develop priority industries in accordance with the policy of the Political Bureau as defined in the Resolution No. 23-NQ/TW. It is strictly forbidden to promulgate investment restriction documents and policies in contravention of the Resolution No. 23-NQ/TW for orientation of developing a number of priority industries such as textile, footwear, mechanic, automobile industries...
- Provinces and central-run cities at the key economic regions of Northern, Central and Southern regions of Vietnam shall allocate funds suitable for budgets and socio-economic situation of localities (about 05% of the local budget) to implement policies and programs to develop industries at localities, specially support creative and innovation activities of enterprises in priority industries in localities.
- To formulate the list of key industrial products on the basis of making the most of potentials and advantages of localities.
- To strengthen the attraction of investment in large industrial production projects to change economic structure and create jobs in localities. To concentrate support for enterprises having the potential to build and develop local brands.
- To build technical centers for local industrial development support by upgrading or building facilities or adding functions and tasks, rearranging existing units, using local budget and other legal capital sources, playing a role in supporting innovation, improving management, techniques and production technology of enterprises.
- Research and develop the credit mechanism from commercial capital with preferential interest rates and policy on interest difference offset by the local budget for enterprises in the priority industries in the localities.
9. Improving the effectiveness and efficiency of state management of industry
a) Ministries, branches and localities shall:
- Strictly comply with the Party s policies, the State’s policies and law on industry development in the new period; terminate inconsistent issuance and performance of policies between central and local authorities, and among localities. Strictly handling cadres and Party’s members for the issuance and implementation of policies in contravention with orientation of developing priority industries as defined in the Resolution No. 23-NQ/TW according to the Party’s regulations and the law.
- Complete the state apparatus of industry management in a streamlined, effective and unified manner at ministries, branches and localities, meeting the requirements of inter-branch and inter-regional management at localities and in the country. To promote assignment, decentralization and coordination among ministries, branches and localities with enhancement of examination and supervision.
- Improve capacity and ethics in public service activities of officials of state industrial management in ministries, branches and localities in conformity with new requirements and tasks on industry development in the context of integration and modernization.
- Enhance examination, supervision, inspection of, and increase responsibilities of local authorities and their heads in, the compliance the Party’s policies and the State’s law related to industry development.
- Strictly and completely handle industrial projects causing environmental pollution or using ineffectively land; state-funded industrial projects with no profit for many years causing loss for the state capital.
- Strictly manage the import of industrial machines, equipment, technology, ensuring the quality and effectiveness.
- Tight coordinate with the enterprise association, international organizations in improve the quality, effectiveness of the act of voting and honoring industrial enterprises.
b) Media agencies
- The Vietnam Television, Radio the Voice of Vietnam, the Vietnam News Agency and state communication agencies shall propagandize and advertise the priority industry development activities on mass media to attract attention from social community and change, raise knowledge of social community about industrial development.
- To encourage non-state communication and news agencies to regularly communicate and propagandize in the society about the industrial development policies provided by the Party and the State.
III. IMPLEMENTATION ORGANIZATION
1. Ministries, branches and localities shall implement tasks as assigned above and in the Appendix to this Resolution; urgently submit to competent agency for issuance or amendment and supplementation of relevant legal documents for the implementation of Resolution according to regulations.
2. Ministries, branches and People’s Committees of provinces and central-run cities shall examine and supervise the course of implementing tasks of agencies, organizations and individuals; reward and discipline for timely and strictly in the implementation of tasks as assigned. To observe the actual situation, to proactively monitor and evaluate the situation for making flexible handling measures or proposing competent authorities to promptly and effectively resolve difficulties and problems.
3. The Ministry of Industry and Trade shall assume the prime responsibility for, urge, and coordinate with relevant ministries and agencies in, checking, examining and supervise the implementation of Action Plan; making synthesis and reporting to the Prime Minister on the situation and results of implementation of the contents in the Action Plan upon requirement.
