On adjustments to the 2026 Legislative Program

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam, which has a number of articles amended and supplemented under Resolution No. 203/2025/QH15;

Pursuant to Law No. 57/2014/QH13 on Organisation of the National Assembly, which has a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Pursuant to Law No. 64/2025/QH15 on Promulgation of Legal Documents, which has a number of articles amended and supplemented under Law No. 87/2025/QH15;

Considering the Standing Body of the Legal and Judicial Affairs Committee’s Report No. 58/TTr-UBPLTP16 of April 15, 2026; the Government’s Report No. 142/TTr-CP of April 2, 2026; the Supreme People’s Court’s Reports No. 195/TTr-TANDTC of April 4, 2026, No. 196/TTr-TANDTC of April 4, 2026; No. 223/TTr-TANDTC of April 9, 2026 and No. 224/TTr-TANDTC of April 9, 2026; and the Standing Body of the Legal and Judicial Affairs Committee’s Report No. 59/BC-UBPLTP16 of April 15, 2026,

RESOLVES:

Article 1. To adjust the 2026 Legislative Program

1. To add the following drafts to the 2026 Legislative Program for submission to the National Assembly for opinion and passage at the 2^nd session (October 2026):

a/ (Revised) Law on Marine and Island Resources and Environment;

b/ Resolution replacing National Assembly’s Resolution No. 96/2019/QH14 on prevention and combat of crimes and law violations, operations of people’s procuracies and people’s courts, and enforcement of judgments.

2. To add the following drafts to the 2026 Legislative Program for submission to the National Assembly Standing Committee for consideration and passage according to the fast-track procedures:

a/ Ordinance Amending and Supplementing a Number of Articles of the Ordinance on Order and Procedures for Consideration of and Decision on Application of Administrative Handling Measures at People’s Courts to be submitted to the National Assembly Standing Committee for consideration and passage at the 3^rd session (June 2026);

b/ Ordinance on the Order and Procedures for People’s Courts to Consider and Decide on the Consignment of Drug Addicts Aged Between Full 12 Years and Under 18 Years for Compulsory Drug Rehabilitation (comprehensively revising the Ordinance on the Order and Procedures for People’s Courts to Consider and Decide on Consignment of Drug Addicts Aged Between Full 12 years and Under 18 years into Compulsory Drug Rehabilitation Facilities) to be submitted to the National Assembly Standing Committee for consideration and passage at the 4th session (July 2026);

c/ Ordinance Amending and Supplementing a Number of Articles of Ordinance on Litigation Costs to be submitted to the National Assembly Standing Committee for consideration and passage at the 4^th session (July 2026);

d/ Resolution amending and supplementing a number of articles of the National Assembly Standing Committee’s Resolution No. 81/2025/UBTVQH15 on establishment of provincial people’s courts and regional people’s courts; and the territory-based jurisdiction of provincial-level people’s courts and regional people’s courts to be submitted to the National Assembly Standing Committee for consideration and passage at the 3^rd session (June 2026).

Article 2. Organisation of implementation

To assign submitting agencies, agencies in charge of verification, agencies participating in verification, and schedule for submission the drafts of laws, resolutions, and ordinances that are adjusted in the 2026 Legislative Program as follows:

Article 3. Effect

This Resolution takes effect on the date of its adoption.

This Resolution was adopted on April 20, 2026, by the 16^th National Assembly Standing Committee of the Socialist Republic of Vietnam.-
