On implementing the Scheme on implementation, application and management of traceability systems in Hanoi city in the 2021 - 2030 period

In implementation of the Prime Minister’s Decision No. 100/QD-TTg dated January 19, 2019 on approving the Scheme on implementation, application and management of traceability systems, Hanoi People’s Committee promulgates the Plan on implementing the Scheme on implementation, application and management of traceability systems in Hanoi city in the 2021 -2030 period, the specific contents are specified as follows:

I. PURPOSE AND REQUIREMENTS

1. Purpose

To concretize the Prime Minister’s Decision No. 100/QD-TTg dated January 19, 2019 in accordance with the actual conditions and situation of Hanoi city. To establish and develop the city’s product and goods traceability system in the direction of uniformity and standardization from the local to central levels; to create a systematic, public and transparent traceability database; to improve the competitiveness of enterprises, thus meeting the requirements of development and integration; to protect the legitimate rights and interests of consumers; to remain on a par with the traceability development trends in the world and the current technology development level amid the Industrial Revolution 4.0.

2. Requirements

The tasks must be performed on the basis of objectivity, science, practicality, efficiency, avoiding formality and waste; attracting the participation of all levels, branches, localities and organizations, enterprises and individuals to implement the Plan’s objectives, tasks and solutions in accordance with the specified requirements and conditions.

II. OBJECTIVES

1. General objectives

- To raise the awareness of agencies, organizations and enterprises about traceability through promoting communication, dissemination and training activities for engaged parties.

- To promote the socialization of traceability activities to serve international integration and improve the efficiency of state management, ensure the quality and safety of products and goods.

- To ensure the publicity and transparency of traceability information of products and goods on the market, and provide essential information and knowledge about traceability.

2. Specific objectives

a) The 2021 - 2025 period

- To train, retrain, and guide knowledge on implementation, application and management of traceability systems of products, goods, codes and barcodes for about 1,500 turns of officials, civil servants and public employees of departments, sectors, branches, people's committees of districts, towns and 50% of production, business and service enterprises wishing to build and apply a traceability system in the city.

            - To strive that 50% of enterprises involved in production, business and services in the fields of agriculture, forestry, fishery, and medicine; and key, priority, typical products and goods in the city that use codes and barcodes in Vietnam has a traceability system with national and international standards, ensuring interoperability and data exchange with domestic and international enterprise traceability systems.

            - To establish, build and operate the City's product and goods traceability information system to ensure connection with the National Product and Goods Traceability Portal.

            b) The 2026 - 2030 period

            - Training and  retraining on implementation, application and management of traceability systems, codes and barcodes for officials, civil servants, public employees and enterprises will jump by at least 50% as compared to the 2021 - 2025 period.

            - To complete the management system, update the database and upgrade the necessary technical infrastructure for the City's product and goods traceability information management system, thus ensuring the information exchange and exploitation needs of domestic and international organizations, individuals and enterprises.

            III.  MAIN TASKS AND SOLUTIONS

            1. Completing the system of legal documents and guiding documents on product and goods traceability

            - To review regulatory documents on management, application and handling of traceability violations.

            - To develop and complete mechanisms, policies and guiding documents on product and goods traceability in accordance with the city's specific conditions.

            - To develop a list of products, product groups, key and priority goods, the program "One commune, one product" (OCOP), etc., implement the traceability and apply the traceability system for Hanoi-based enterprises according to the list.

            2. Communication, dissemination, training and retraining

            - To step up the dissemination in mass media of the Scheme's contents;  national and international standards and technical regulations and documents guiding the replication of the traceability system;  application of domestic and international traceability solutions and technologies; codes, barcodes and relevant legal documents.

            - To organize conferences, seminars, training courses and workshops to improve knowledge on traceability activities and application of national standards and national technical regulations for Hanoi-based agencies, units, individuals, organizations and enterprises.

            - To train, guide and advise individuals, organizations and enterprises wishing to implement traceability to build models, management processes, product and goods quality standards,  traceability database and assurance system in accordance with the law provisions.

            3. Building, implementing and applying the product and goods traceability system in Hanoi city

            - To support and advise enterprises on the procedures for registration of codes and barcodes;  develop standards;  build, implement, apply and certify the traceability system; and connect to the City's product and goods traceability system.

            - To support the implementation and application of the product and goods traceability system for a number of products and goods for Hanoi-based enterprises according to the list of key products and goods prioritized for traceability.

            - To manage, inspect, examine, supervise and handle violations in traceability activities for products and goods under their jurisdiction.

            4. Researching on application of new technologies to improve the efficiency of traceability activities

            - To deploy scientific and technological research and application tasks to develop solutions and technologies in traceability.

            - To assist enterprises in utilizing new technologies and information technology applications to improve the efficiency of traceability activities;  ensure the data interaction and exchange with the traceability systems of domestic and international enterprises.

            5. Strengthening cooperation in the field of traceability

            - To participate in traceability-related international conferences and seminars held by the Ministry of Science and Technology.

            - To coordinate with the Ministry of Science and Technology in receiving and transferring technology, recognizing the system and progressing towards recognizing the results of mutual traceability in the import and export of products and goods with target markets.

            6. Establishing, building and operating the product and goods traceability system in Hanoi city

            - To establish, build and operate the City's product and goods traceability system after the legal documents and the National Product and Goods Traceability Portal are completely supplemented and put into operation.

            - To upgrade and update the database of the City's product and goods traceability system for many fields of products and goods to serve the information exchange and exploitation needs of domestic and international organizations, individuals and enterprises.

          IV.  FUNDS FOR IMPLEMENTATION

          1. Funds for the implementation of the Plan shall be allocated from the following sources: the state budget capital, international and domestic contributions and financial support, corporate capital and other lawfully mobilized capital sources as prescribed by law provisions.  In which, the state budget is allocated to perfect the system of guiding documents on traceability; to organize training, retraining, communication and dissemination; to research and apply new technologies; to establish and upgrade the City's product and goods traceability system.

          2. Agencies and units shall, based on the Plan’s approved contents, be responsible for annually making, summarizing and sending the cost estimates to the municipal Department of Science and Technology to sum up, assume the prime responsibility for, and coordinate with the municipal Department of Planning and Investment and the municipal Department of Finance in, advising the City to allocate funds to implement the Plan in accordance with law provisions.

          V. ORGANIZATION OF IMPLEMENTATION

          1. The municipal Department of Science and Technology

          - To act as a standing agency that advises and assists the municipal People's Committee in state management of product and goods traceability activities.  To assume the prime responsibility for, and coordinate with relevant agencies and units in, effectively implementing the tasks in the Plan.

          - To assume the prime responsibility for, and coordinate with relevant agencies and units in, building, operating and managing the City's product and goods traceability system;  to control traceability data before uploading to the City's product and goods traceability system;  to guide the effective exploitation and use of the National Product and Goods Traceability Portal after the Ministry of Science and Technology completes and puts it into operation.

- To develop, make and send an annual budget estimate for performing the tasks of the Plan to the municipal Department of Finance and the municipal Department of Planning and Investment as prescribed by law provisions.

- To guide relevant agencies, organizations and units in formulating plans and implementing the tasks of the Plan. 

- To manage, inspect, examine, supervise and handle violations in traceability activities under their competence.

- To organize the review and evaluation of the results, propose to honor and reward Hanoi-based enterprises with excellent achievements in the implementation of the Plan.  To send annual reports on December 25 or ad-hoc reports upon request regarding the implementation of the Plan to the municipal People's Committee and the municipal Ministry of Science and Technology as prescribed by law provisions.

2. The municipal Department of Finance

To coordinate with the municipal Department of Science and Technology in advising the municipal People's Committee to allocate funds for the implementation of the tasks subject to regular funding from the City’s budget in accordance with law provisions.

3. The municipal Department of Planning and Investment

To coordinate with the municipal Department of Science and Technology in advising the municipal People's Committee to allocate funds for the implementation of the tasks subject to development and investment funding of the City's budget in accordance with law provisions.

4. The municipal Department of Industry and Trade, the municipal Department of Agriculture and Rural Development, and the municipal Department of Health

- Based on assigned tasks, to proactively propose relevant contents in the field of traceability; to make periodic and ad-hoc reports on the implementation of traceability activities in the fields under their management, and send such reports to the municipal Department of Science and Technology for submitting to the municipal People's Committee before December 15 of each year. 

- To develop the list of key and priority products, product groups and goods for traceability in the fields under their management.

- To manage and update the database of products and goods that have applied the traceability system under their management to meet national and international standards; to coordinate with the municipal Department of Science and Technology in connecting to the City's product and goods traceability system.

- To assume the prime responsibility for, and coordinate with relevant units in, organizing training and disseminating regulations on product and goods traceability; to manage, inspect, examine, supervise and handle violations in the field of product and goods traceability under their competence.

5. The municipal Department of Information and Communications

- To coordinate with the municipal Department of Science and Technology in building and completing the City's product and goods traceability database system, and ensure the connection to the National Traceability Portal.

- To enhance communication about the contents, goals, tasks and benefits of building, deploying, applying and managing the traceability system to attract the response and participation of Hanoi-based organizations, enterprises and individuals.

6. Relevant Departments, branches, sectors, units and People's Committees of districts and towns

- To develop the unit's operation plans and implement the tasks of the Plan according to their assigned functions and tasks. 

- To communicate and disseminate the objectives and tasks of the Plan to enterprises in the sectors and fields under their management to implement the Plan.

7. Hanoi-based associations and business associations

To coordinate with the municipal Department of Science and Technology, other relevant departments, agencies and units to inform, disseminate, mobilize and introduce organizations and enterprises to participate in the tasks of the Plan; to organize the implementation of the tasks of the Plan; to mobilize legal capital sources to ensure the implementation of the Plan.

The above is the Plan on implementing the Prime Minister’s Decision No. 100/QD-TTg on approving the Scheme on implementation, application and management of traceability systems in Hanoi city in the 2021- 2030 period. The municipal People's Committee requests the heads of departments, branches, sectors and units, chairpersons of People's Committees of districts and towns based on the Plan to direct and organize the implementation in an appropriate and effective manner. Any problems arising in the course of implementation shall be promptly reported in writing to the municipal Department of Science and Technology for submitting to the municipal People's Committee for consideration./.
