On the lending by joint-venture banks, foreign bank branches operating in Vietnam to foreign contractors to perform projects they have won by bidding in Vietnam, the opinion of the State Bank of Vietnam is as follows:

Joint-venture banks, foreign bank branches operating in Vietnam perform the lending to foreign economic organizations participating in the auction and performing projects they have won by bidding in Vietnam, on the principle of self-decision and self-responsibility in respect of their lending to and debts collection from those subjects.
