To: Customs Department of Ho Chi Minh City

To perform opinion of the Prime Minister in the official dispatch No.415/VPCP-KTTH on 19/01/2011 of the Government Office for customs procedures at the buoy, sea and inland waterway and ICD of Phuoc Long Port Co., Ltd. Long, according to the official dispatch No.2603/BGTVT-KHDT on 09/5/2011 of the Ministry of transport and the official dispatch No.2069/UBND-TM on 05/5/2011 of the People's Committee of Ho Chi Minh city on the customs procedures at the buoy, sea and inland waterways and ICD of Phuoc Long Port Co., Ltd, the Ministry of Finance guides the implementation as follows:

1. To allow cluster of buoy, sea and inland waterway, the ICD of Phuoc Long Port Co., Ltd to be operated as a sea port of the Ho Chi Minh city port with the performance time until the end of the operation of the buoy, sea and inland waterway.

2. Customs procedures for exported or imported goods at the buoy, inland waterway and the ICD of Phuoc Long Port Co., Ltd are made as customs procedures currently being conducted at the sea ports of Ho Chi Minh city and managed by Customs Branch of the Saigon port border gate of region IV - Customs Department of Ho Chi Minh city.

3. The making of customs procedures for exported or imported goods at the buoy, inland waterway and the ICD of Phuoc Long Port Co., Ltd under the Customs Branch of Saigon Port border gate of region IV must be ensured strict control and inspection and supervision of customs.

4. Customs procedures for exported or imported goods at the buoy, inland waterway, and port of the ICD of Phuoc Long Port Co.,Ltd are made from the date the Finance Ministry signs this official dispatch. To annul the official dispatch No.14584/BTC-TCHQ on 02/12/2008 on the customs procedures at ICD and the official dispatch No. 11432/BTC-TCHQ on 14/08/2009 of customs procedures at the ICD of the Ministry of Finance.

Ministry of Finance notifies the Customs Department of Ho Chi Minh city to know and implement./.
