To: Departments of Customs of provinces and cities
The General Department of Customs received some arising problems from Departments of provinces and cities having seaport borders on the process of customs supervision implementation for some export – import goods under e-customs procedures prescribed at point (b), sub-clause 2.1, clause 2, Article 26 of the Circular No. 222/2009/TT-BTC. Accordingly, all export lots must be presented for supervising when passing customs supervision section. To avoid goods jam at seaport borders, and ensure the customs supervision in the condition of human resources limitation as well as to implement directives from Leaders of the Ministry of Finance, the General Department of Customs agrees to implement as follows:
1. For goods which are exported via seaport borders having e-customs procedures, when goods are passed customs supervision section, officers of customs supervision shall require customs declarant to present goods for checking, comparing signals, packages, and conditions of customs seal (if any) when having information or sign of violating customs law.
2. To appoint the Manager of Customs Supervision Department, Manager of Finance and Administration Department:
2.1. To accelerate the installation of camera system serving for supervision and management of customs agencies at seaport borders.
2.2. To issue Regulations on unifying customs supervision at seaport borders for export and import goods (including goods under e-customs procedures and traditional procedures).
