To: Credit Institutions
The State Bank of Vietnam (SBV) has issued the Official Dispatch No.6798/NHNN-DBTKTT dated 03/09/2009 requiring the units of the State Bank and the credit institutions (CI) to make and send the balance sheet of daily-accounting accounts. To fully meet information and data for the better directive and administration of monetary policy and banking activity of the central Bank’s board of leaders, the State Bank of Vietnam requires the credit institutions to supplement detailed explanation on balance norms of some level III accounts on the balance sheet of daily-accounting accounts according to guidance as follows:
1. For those accounts, "1412 - Securities issued by other domestic CIs ", "152 - Debt securities issued by other domestic CIs ", "162 - Securities issued by other domestic CIs", issued together with Decision No.479/2004/QD-NHNN dated 29/04/2004 of the SBV’s Governor and the Decisions amending and supplementing the Decision No.479/2004/QD-NHNN (hereinafter referred to as the Decision 479/2004/QD-NHNN), the central bank requires the CIs to add detailed explanations on the opening balances, balances arising in the day, the ending balances upon two norms:
- In Vietnam dong
- In foreign currency and gold
2. The Information Technology Department of SBV is responsible for guiding information technology to the CIs and implements the receipt, processing and synthesis of the supplementation of the detailed explanation on balance norms of the accounts mentioned in Point 1 of this document.
3. The CIs shall submit to the SBV the reports explaining the reports mentioned in point 1 of this document from 30/07/2010.
In the course of implementation if any problems arise, the CIs reflects to the central bank (the Department of Monetary Statistics and Forecast and Information Technology Department of SBV) for timely guiding and settling.
