Official Dispatch No. 2334/BXD-QLN dated October 21, 2016 of the Ministry of Construction on promoting development of worker accommodation

To:People’s Committees of central-affiliated cities/provinces

In implementation of the Resolution No. 19/NQ-CP dated April 28, 2016 on main tasks and measures for improving business environment and the national competitiveness in 2016-2017 and the orientation towards 2020 and the Resolution No. 35/NQ-CP dated May 16, 2016 on enterprise development policy towards 2020, and in furtherance of the direction of Deputy Prime Minister Trinh Dinh Dung given at the meeting on the management and operation of economic zones and industrial zones under the Notice No. 272/TB-VPCP dated September 05, 2016 by the Office of the Government, Ministry of Construction hereby requests People’s Committees of central-affiliated cities/provinces to instruct local competent authorities in fulfilling the following duties:

1. Adjust the master planning for construction of economic zones and high-tech parks, and detailed planning for construction of industrial zones and export processing zones in association with urban and housing development, especially worker accommodation; report to the Prime Minister of the planning adjustment beyond their competence.

Provide land area for construction of social housing in order to meet demand for accommodation for workers of economic zones, high-tech parks, export-processing zones, industrial zones and industrial complexes as regulated in Article 6 of the Government’s Decree No. 100/2015/ND-CP dated October 20, 2015 on the development and management of social housing.

2. Establish programs/plans for local housing development, especially 5-year and annual plans for development of social housing for workers of economic zones, high-tech parks, export-processing zones, industrial zones and industrial complexes for obtaining approval from People’s Councils of same level before applying for approval from competent authorities in conformity with regulations of the Housing Law in 2014, the Government’s Decree No. 99/2015/ND-CP dated October 20, 2015 elaborating and guiding the implementation of a number of articles of the Housing Law.

Programs/plans for housing and social housing development must be established on the grounds of the National Strategies for housing development, the local master plan for socio-economic development, land use planning, urban planning, special functional zone planning and rural development planning which have been approved, and local demand for housing.

3. Apart from incentive policies as regulated by regulations on housing (the Housing Law in 2014, Decree No. 100/2015/ND-CP, Circular No. 20/2016/TT-BXD dated June 30, 2016 by Ministry of Construction on guidance for implementation of certain contents of the Government’s Decree No. 100/2015/ND-CP dated October 20, 2015 on the development and management of social housing), formulate special support solutions for improving the development of social housing in the province/city, especially site clearance, allocation of land area, and support for investment and construction of infrastructure of social housing area for workers and employees of economic zones, high-tech parks, export-processing zones, industrial zones and industrial complexes in conformity with the planning approved by competent authorities and local socio-economic conditions.

4. Settle difficulties that arise during the implementation of policies for development of social housing in economic zones, high-tech parks, export-processing zones, industrial zones and industrial complexes or send written reports thereof to Ministry of Construction for consideration.

People’s Committees of central-affiliated cities/provinces are requested to fulfill all of the said duties./.
