This provision is stipulated in the Law Amending and Supplementing the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Grassroots Democracy 2025, No. 97/2025/QH15.
From July 1, 2025, the above-mentioned Law officially affirms that the Vietnam General Confederation of Labour (VGCL) is the sole representative of employees at the national level in labour relations.
Specifically, Clause 1 Article 1 of the amending Law, which supplements Article 1 of the Law on Trade Unions, clearly states:
“The Vietnam General Confederation of Labour… is the sole representative of employees at the national level in labour relations and in international trade union relations.”

This is a new provision that establishes the legal and exclusive representative status of the VGCL in the following areas:
Policy and law development related to employees.
National-level dialogues and negotiations between the State, employers, and employees;
International cooperation in the fields of trade unions and labour.
Before July 1, 2025, the Law on Trade Unions 2024 (No. 50/2024/QH15) did not provide that the VGCL is the “sole” representative of employees at the national level.
Although in practice, the Vietnam General Confederation of Labour has been the only organisation participating in national-level labour and trade union activities, this legal status had not been explicitly codified.
