Urgent Telegram on the handling of the production and distribution of counterfeit milk

On April 7, 2025, the Prime Minister issued Urgent Telegram No. 40/CD-TT regarding the handling of the production and distribution of counterfeit milk.

According to media reports, the competent authorities have recently uncovered several organizations, enterprises, and individuals involved in the production, advertisement, and distribution of counterfeit milk, causing public concern among consumers.

In order to enhance the responsibility of ministries and agencies, improve the effectiveness and efficiency of food safety management, and prevent counterfeit food products, including counterfeit milk, the Prime Minister, in Urgent Telegram No. 40/CD-TT, requests the competent authorities to immediately carry out the following tasks:

(1) The Ministry of Public Security shall expedite the investigation into the production and sale of counterfeit milk and promptly inform consumers of the investigation results. Violators must be prosecuted in accordance with the law.

(2) The Ministry of Industry and Trade
shall strengthen market management, promptly detect and strictly handle acts of producing and trading counterfeit food, including counterfeit milk.

(3) The Ministry of Culture, Sports and Tourism shall direct the review and handling of violations in food advertising, especially on mass media, social networks, and publications.

(4) The Ministry of Health shall take the lead in reviewing regulations on food safety for milk products and coordinate with the Ministry of Industry and Trade to propose appropriate handling measures. The Ministry shall also propose amendments to the current regulations if deemed necessary.

(5) People’s Committees of centrally-run provinces and cities shall review and inspect the compliance with food safety regulations related to milk products in their localities. Violations must be strictly handled in accordance with the law.
