All copies and photos of the Vietnamese banknotes must not change their appearance, except for zoom-in and zoom–out images, or copying or taking 1:1 photos from different angles, and must ensure the integrity of portraits and the national emblem on the front side of banknotes.

Such is provided in Decree 87 dated December 8, providing the conditions for copying and taking photos of Vietnamese banknotes and coins.
In addition, it is prohibited to extract, collage or combine part of or the whole image of a Vietnamese banknote or coin with any contents, sounds or images that are vulgar, pornographic, related to social evils, violence, crimes or any other contents, sounds and images that are contrary to Vietnam’s history, culture, ethics, fine traditional customs and practices, and law.
Meanwhile, the copying and taking photos of Vietnamese banknotes and coins must not be for commercial or profit-making purposes, except where they are used in press works or documentaries or for library archives for research, photography or televised broadcasts about Vietnam’s currency, which may be displayed in public places to disseminate information about Vietnam’s currency.
Organizations and individuals copying or taking photos of Vietnamese banknotes or coins are required to use them for proper purposes and satisfy one of the following conditions and criteria: (i) When copying or taking a photo of a portion of the image or the pattern printed on a Vietnamese banknote or coin, such portion must not exceed one-third of the front side or back side of the banknote or coin; (ii) The size of copies or photos of one side of a Vietnamese banknote or coin must be equal to under 75 percent or over 150 percent of its real size (measured by length and width for banknotes or by diameter for coins); (iii) size of copies or photos of both sides of a Vietnamese banknote or coin must be equal to under 50 percent or over 200 percent of its actual size; or (iv) An electronic copy of a Vietnamese banknote or coin made for posting on the Internet must have a maximum resolution not exceeding 72 dpi on its real size.
Notably, the above conditions and criteria are not applicable to the State Bank of Vietnam (SBV) and its banknote printing and coining minting units, or currency examination agencies.
In case other agencies and units of ministries, ministerial-level agencies or governmental agencies do not apply the above criteria, they are required to notify the SBV of intended information about copies and photos of Vietnamese banknotes and coins.
This Decree takes effect on February 2, 2024.
