Three Decrees guiding the 2022 Law on Insurance Business remain in force

Resolution No. 32/NQ-CP announcing the Government’s Decrees detailing and guiding the implementation of the Law on Insurance Business No. 08/2022/QH15 that continues to remain in force was issued on March 3, 2026.

Article 1 of Resolution No. 32/NQ-CP announces the legal normative documents issued by the Government that provide detailed provisions and continue to remain in force to guide the implementation of the Law on Insurance Business 2022 (No. 08/2022/QH15) from January 1, 2026 until amendments or supplements are issued, including:

1. Decree No. 46/2023/NĐ-CP detailing a number of articles of the Law on Insurance Business;

2. Decree No. 67/2023/NĐ-CP on compulsory insurance for civil liability of motor vehicle owners, compulsory fire and explosion insurance, and compulsory insurance in construction investment activities;

3. Decree No. 174/2024/NĐ-CP on penalties for administrative violations of regulations on insurance business.

The application of the Law amending and supplementing a number of articles of the Law on Insurance Business No. 139/2025/QH15 and the above-mentioned legal normative documents shall comply with Clause 3 Article 58 of the Law on Promulgation of Legal Normative Documents 2025 (No. 64/2025/QH15) as amended and supplemented by Law No. 87/2025/QH15 (in case different legal normative documents contain provisions on the same issue, the document with higher legal validity shall prevail).

This Resolution takes effect from the date of its signing. During the course of implementation, if any difficulties or problems arise, agencies and units shall report them to the Ministry of Finance for coordination with relevant ministries and sectors to provide guidance, handle the issues, or submit them to competent authorities for consideration and direction.
