The Government discusses five important draft laws at the April 2025 session

On April 23, 2025, the Government issued the Resolution No. 108/NQ-CP on the thematic legislative session held in April 2025.

At this session, the Government discussed and commented on five important draft laws, which include amendments and supplements aimed at enhancing governance efficiency and promoting economic development. Key contents of Resolution No. 108/NQ-CP are as follows:

Draft Law amending and supplementing a number of articles of the Planning Law
The Government requested strengthened decentralization and delegation of authority in the formulation and approval of planning. This draft law also focuses on simplifying administrative procedures and resolving issues related to the consistency between sectoral plans and integrated planning. The Ministry of Finance shall take the lead in studying and coordinating with relevant agencies to finalize the draft.

Draft Law amending and supplementing a number of articles of the Enterprise Law
The objective of this draft is to improve the business environment, reduce legal barriers for enterprises, and facilitate their development and integration into global supply chains. The Government requested the reduction of administrative procedures and the creation of mechanisms to support innovative enterprises. The Ministry of Finance shall finalize the dossier and submit it to the National Assembly.

Draft Law on State Budget (amended)
This draft aims to reform the budget management process and enhance transparency and publicity in national financial management. The Government requested increased investment expenditures and prioritization of budget allocation for key infrastructure projects. The Ministry of Finance shall take the lead in finalizing the draft and reporting to the National Assembly.

Draft Law amending and supplementing a number of articles of laws related to investment and public assets
The draft proposes measures to improve public procurement and investment management, streamline administrative procedures, and reduce procedural complexity. The goal is to establish a more efficient and expedited process. The Ministry of Finance shall coordinate with relevant agencies to finalize and submit the draft to the National Assembly.

Draft Law amending and supplementing a number of articles of the Law on Credit Institutions
This draft focuses on addressing non-performing loans and ensuring the safety of the credit system. The Government requested the development of a legal mechanism to protect credit institutions and promote the stable development of the financial market. The State Bank of Vietnam shall take the lead and coordinate to finalize the draft.
