02 cases where the certificate of eligibility for feed production is not required

On July 13, 2022, the Government issues the Decree No. 46/2022/ND-CP on amending and supplementing a number of articles of the Government’s Decree No. 13/2020/ND-CP dated January 21, 2020 on elaboration of the Law on Animal Husbandry.

- Particularly, supplement the cases where the certificate of eligibility for feed production is not required. - In accordance with the new regulations, the certificate of eligibility for feed production is not required for manufacturing (production, preparation and processing) establishments producing traditional feeds for commercial purposes at households and household businesses;

- Food producers that satisfy regulations of Vietnam’s law on food safety and have their products and by-products created during the manufacturing process and quality appropriate to be used as feeds without undergoing any stage of preparation or processing.

Besides, the Decree also supplements 09 cases of exemption from state inspection of the quality of feeds upon import:

-  Feeds temporarily imported or re-imported for recycling at the request of foreign partners;

- Feeds in transit, transshipped feeds, feeds;

-  Feeds sent from abroad to bonded warehouses;

-  Feeds for display at fairs or exhibitions or for advertising;

- Feeds used as samples for analysis in laboratories;

-  Feeds used as samples for testing in service of testing, assessment and certification;

-  Feeds serving scientific research;

-  Inbound person’s feeds that are within the duty-free allowance;

-  Feeds imported to serve emergency needs

This Decree takes effect on July 13, 2022.
