Studying the issuance of USD-denominated bonds to mobilize capital for national key projects

Below are the specific tasks assigned to the Ministry of Finance under the Resolution:
  • Finalization of the Scheme on State Economic Development: Take the lead and coordinate with relevant agencies and localities to finalize and submit this Scheme to competent authorities.

  • Finalization of draft Decrees: Urgently finalize draft Decrees relating to the financial management mechanism for investment projects under the public-private partnership modality and the mechanism for payment and settlement of projects implemented under BT contracts. These drafts must be submitted to the Government prior to September 10, 2025.

  • Upgrading the stock market: Promote the upgrading of the stock market from frontier market to emerging market status at the earliest possible time.

  • Coordination in finalizing Decrees guiding Law No. 68/2025/QH15: Actively coordinate with the Ministry of Justice, the Government Office, and relevant state-owned enterprises to finalize and submit for promulgation these Decrees, ensuring both quality and progress in accordance with the instructions of the Government’s leadership.

  • Addressing difficulties in the implementation of Resolution No. 253/NQ-CP: The Ministry of Finance must promptly provide guidance, resolve issues, or submit them to competent authorities for consideration and direction in the course of implementing Resolution No. 253/NQ-CP dated August 26, 2025.

  • Plan on combating smuggling, trade fraud, and counterfeit goods: Urgently submit this Plan to competent authorities and propose the consolidation of the National Steering Committee 389.

  • Resolving difficulties and problems in backlogged projects: Enhance the activities of the Steering Committee 751 to effectively, feasibly, and definitively resolve existing issues, thereby expediting the completion and commissioning of backlogged projects and works.
