The Government has assigned the Ministry of Finance to study a mechanism for localities to use local budgets to support FDI enterprises’ costs of training workers at their domestic and overseas training facilities.
This is one of the notable contents of Resolution No. 280/NQ-CP dated September 23, 2026, promulgating the Government’s action plan to implement the Political Bureau’s Resolution No. 10-NQ/TW dated June 8, 2026, on development of the foreign-invested economy.
The Government’s action plan, issued together with Resolution No. 280/NQ-CP, sets out a number of tasks to develop high-quality human resources and attract and effectively utilize talented people.
In particular, the Ministry of Finance is assigned to study and report to competent authorities on the promulgation of mechanisms and policies allowing localities to use local budgets to support the costs incurred by foreign-invested enterprises in training workers at their domestic and overseas training facilities.
Meanwhile, the Ministry of Education and Training is responsible for accelerating the implementation of Decision No. 1002/QD-TTg dated May 24, 2025, approving the Scheme on training human resources for high-tech development in the 2025-2035 period, with orientations toward 2045. The implementation must be associated with the needs of priority industries and sectors, industrial clusters, industrial parks, hi-tech parks, and strategic projects.
The Ministry of Education and Training is also assigned to review and report to competent authorities on the improvement of the laws on vocational education, higher education, continuing education, retraining, and upskilling of workers. Priority areas include technology, engineering, data, automation, production management, logistics, finance, green skills, and essential digital skills.
At the same time, the Ministry shall coordinate with localities in reviewing and reporting to competent authorities on the Scheme on restructuring public vocational education institutions to establish key schools for training highly skilled workers in key economic regions, meeting the requirements for attracting a new generation of foreign investment.

The Ministry of Home Affairs is assigned to continue to review and maximize the reduction of regulations on work permits and certificates confirming that foreign workers are not subject to work permit requirements, particularly for reputable experts and scientists in science, high technology, innovation, and fields prioritized for development in Vietnam.
For ministries, sectors, and localities, the Resolution requires them to proactively develop and implement high-quality human resource development programs associated with the development needs of each sector and locality, and strengthen linkages among the State, training institutions, domestic enterprises, and foreign investors.
The agencies are also required to encourage foreign-invested enterprises to employ, train and provide further training to Vietnamese people, and assign them technical, management, research, design, and supply chain operation duties, thereby increasing the proportion of Vietnamese experts, engineers, and managers in foreign-invested enterprises.
Notably, human resource training projects of foreign-invested enterprises conducted in cooperation with institutes, schools, vocational training institutions, and domestic enterprises in localities will receive support, with priority given to strategic technology sectors and fields consistent with the development orientations and strengths of localities.
In addition, the Resolution requires support for Vietnamese workers, experts, and managers who have worked for foreign-invested enterprises in establishing new enterprises, thereby spreading advanced knowledge and management methods.
Ministries, sectors, and localities shall continue to implement policies to attract and effectively utilize talented people, experts, scientists, entrepreneurs, founders, overseas Vietnamese, and highly qualified foreigners to come to Vietnam to work, conduct research, engage in innovation, start businesses, and manage operations.
