The Prime Minister has issued Urgent Telegram No. 41/CD-TTg requesting relevant authorities to urgently handle the production and sale of counterfeit medicines and counterfeit health supplements.
According to Urgent Telegram No. 41/CD-TTg (issued on April 17, 2025), the case has been uncovered in several localities, including Thanh Hoa Province, and has been ongoing for many years. The counterfeit products have been circulated on the market, causing public concern and anxiety among consumers.
To thoroughly address this issue, the Prime Minister requests relevant ministries and sectors to implement the following measures:
(1) For the Ministry of Health:
- Coordinate with the Ministry of Public Security to investigate and handle the production and sale of counterfeit goods.
- Review and recall counterfeit milk products and counterfeit health supplements that have been identified, and take measures to prevent and mitigate harm to the population.
- Control and prevent the circulation of counterfeit drugs and counterfeit health supplements on the market.
- Intensify inspection and supervision of pharmaceutical and health supplement trading establishments, especially in key areas.
- Disseminate information and raise awareness about the risks of counterfeit drugs and untraceable health products; ensure that only drugs with valid marketing authorization, invoices, documents, and legally compliant origins are sold; strictly implement the prescription-based sale of drugs; and strictly handle any violations.
(2) For the Ministry of Public Security:
- Expedite the investigation and prosecution of individuals involved in the production and sale of counterfeit drugs and counterfeit health supplements.
- Strengthen surveillance and prevention of violations related to the production and sale of counterfeit drugs and counterfeit health supplements.

(3) For the Ministry of Industry and Trade:
- Take the lead and coordinate with the Ministry of Health and other competent authorities to enhance market management, detect, and handle violations.
- Continue implementing tasks related to combating smuggling and commercial fraud in the pharmaceutical, functional food, and medicinal herb sectors.
(4) For the People’s Committees of centrally-run provinces and cities:
- Direct competent agencies to review and inspect compliance with regulations on the trading of drugs and health supplements in their respective localities.
- Recall identified counterfeit drugs and counterfeit health supplements and strictly handle any violations in accordance with the law.
Previously, the Prime Minister had also issued an urgent telegram regarding the handling of the production and distribution of counterfeit milk.
