Speeding up the planning process in the 2021-2030 period

This is the content prescribed in Resolution No. 108/NQ-CP issued by the Government on August 26, 2022, on the implement ion of Resolution No. 61/2022/QH15 dated June 16, 2022, on continuing to strengthen the effectiveness and efficiency of law and policy implementation on planning in 2021-2030 period.

Accordingly, the Government proposes the solutions that immediately need to be implemented to promptly remove difficulties and obstacles and speed up planning progress, and ensure the quality of planning under the prime responsibility of the Ministry of Planning and Investment as follows:

- To amend and supplement Decree No. 37/2019/ND-CP Detailing a number of articles of the Planning Law and guiding under the shortened procedure and process to submit to the Government.

  • Accordingly, ensure all the regulations prescribed in Point a, Clause 1, Article 2 of Resolution No. 61/2022/QH15.
  • The implementation time: Quarter I/2023: 

- Develop plans and planning formulation progress in the 2021 - 2023 period under the Law on Planning in order to ensure the feasibility and require quality as prescribed in Point b, Clause 2, Article 2 of Resolution No. 61/2022/QH15 and then submit to the Prime Minister to issue.

  • The implementation time: August 2022

- To amend and supplement the Circular No. 08/2019/TT-BKHDT dated May 17, 2019, dated May 17, 2019, on guiding for norms of planning activities

  • The implementation time: Quarter I/2023:

This Resolution takes effect on August 26, 2022.
