Revocation of business household certificates for violators in the medical and pharmaceutical sector

This is required under Directive No. 14/CT-UBND of the Hanoi People’s Committee dated September 10, 2025, on strengthening the management of private medical and pharmaceutical practice.

Under Directive No. 14/CT-UBND, the Hanoi People’s Committee requests commune- and ward-level People’s Committees to strictly manage private medical and pharmaceutical activities within their localities; revoke business household registration certificates for medical and pharmaceutical practices in cases of violations, unlicensed operations, or operations beyond the licensed scope.

They must also coordinate with the Department of Health in the appraisal, licensing, inspection, and supervision of practice establishments, and bear responsibility if operations are allowed beyond the permitted scope.

Revocation of business household certificates

Interdisciplinary inspections are to be strengthened, focusing on areas prone to violations such as general clinics, beauty and aesthetic establishments (surgical and non-surgical services), clinics with foreign involvement, dental clinics, testing laboratories, and pharmaceutical business establishments. At the same time, strict control must be exercised over the advertising of medicines, cosmetics, dietary supplements, and medical equipment.

In addition, information on violations must be made public on electronic portals and mass media to enable public monitoring and raise awareness in choosing medical services.
