This content is provided in Decision No. 1103/QD-BCT 2025 on the revocation of the authority to issue certificates of origin under the Generalized System of Preferences (GSP) of Norway and Switzerland.
According to Decision No. 1103/QD-BCT 2025 (effective from April 21, 2025), the Ministry of Industry and Trade has revoked the authority to issue Certificates of Origin (C/O), Certificates of Non-Manipulation (CNM), and to receive registrations for Registered Exporter (REX) codes under the GSP schemes of Norway and Switzerland previously delegated to the Vietnam Chamber of Commerce and Industry (VCCI). Specifically:
(1) Revoked delegation of authority
According to Article 1 of Decision No. 1103/QD-BCT, the Ministry of Industry and Trade decided to revoke the authority to issue certificates and registration codes related to the GSP schemes of Norway and Switzerland previously delegated to VCCI under the following Decisions:
Decision No. 1234/QD-BCT dated April 12, 2018 on the delegation of authority to issue certificates of origin, including C/O Form A, C/O Form B, non-preferential C/O as prescribed by importing countries, and CNM.
Decision No. 1076/QD-BCT dated April 3, 2020 on the delegation of authority to issue GSTP Form C/O.
Decision No. 2795/QD-BCT dated December 16, 2022 on the delegation of authority to receive REX code registrations under the GSP schemes of Norway and Switzerland.

(2) Responsibilities of VCCI (Article 3 of Decision No. 1103/QD-BCT)
VCCI is assigned several key responsibilities after the revocation of the authority to issue certificates and REX codes:
Terminate the issuance of certificates and REX codes: VCCI shall cease issuing all types of C/O Form A, C/O Form B, non-preferential C/O as prescribed by importing countries, CNM, GSTP Form C/O, and receiving REX code registrations from the time specified in Article 4 of this Decision.
Assist traders in changing the issuing authority for C/O and REX codes: Provide support for traders to change the place of application for the issuance of these certificates and codes in accordance with Article 14 of Decree No. 31/2018/ND-CP.
Inspection and verification of origin: Coordinate with competent authorities in inspecting, verifying, and confirming the origin of goods for which certificates were issued during the period of authorization.
Recordkeeping and documentation: Maintain and archive records and documents related to the issuance of C/O, CNM, GSTP Form C/O, and REX codes in accordance with Decree No. 31/2018/ND-CP.
Handover to the Ministry of Industry and Trade: Prepare all relevant contents to organize the transfer of the authority for issuing the certificates and registration codes back to the Ministry of Industry and Trade.
