Review and standardization of 10 categories of business registration information.

On June 16, 2026, the Ministry of Finance issued Official Dispatch No. 8231/BTC-DNTN, guiding the implementation of data cleansing and standardization of enterprise, business household, and cooperative registration information in 2026.

One of the key contents of the Plan enclosed with Official Dispatch No. 8231/BTC-DNTN is the requirement for provincial- and commune-level business registration authorities to review, cleanse, and standardize 10 categories of registration information of enterprises, business households, and cooperatives on the National Information System for Enterprise, Business Household, and Cooperative Registration.

Specifically, the 10 categories of information subject to review and standardization include:

  • Tax identification number;
  • Legal status;
  • Head office address;
  • Initial registration date;
  • Registration change date;
  • Information on the legal representative, private enterprise owner, or business household owner;
  • Charter capital;
  • Number of employees;
  • Business lines; and
  • Information on beneficial owners.
10 categories of business registration information

For each category of information, the Plan also specifies cases that require corrective action. For example:
  • Regarding tax identification numbers, cases involving duplicate, missing, or incorrect tax identification numbers will be reviewed;
  • Regarding legal status, cases where dissolution, bankruptcy, termination of existence, or other status changes have not been updated, or where inconsistencies exist between the business registration system and the tax system, will be handled;
  • Regarding addresses, information will be updated in accordance with the two-tier local government model;
  • Regarding information on legal representatives, private enterprise owners, or business household owners, the review will focus on the updating of personal identification numbers as well as information such as full name, date of birth, and gender.

In addition, the Plan requires a review of cases where charter capital information is left blank or where capital structures require verification; where the number of employees is left blank or exceeds 100,000 employees; where the principal business line is not recorded; and where beneficial owner information is duplicated.

According to the Plan enclosed with Official Dispatch No. 8231/BTC-DNTN, the review will be conducted by comparing the registration information of each enterprise, business household, cooperative, and affiliated unit with the original records maintained by business registration authorities. Data cleansing and standardization will then be carried out on the National Information System for Enterprise, Business Household, and Cooperative Registration to ensure that the data is accurate, complete, and consistent.
