Resolution No. 312/NQ-CP: Government calls for full resolution of 56 outstanding business recommendations

Resolution No. 312/NQ-CP of the Government on the regular Government meeting for September 2026 and the Government’s online conference with local authorities was issued on October 5, 2026.

In Part III of Resolution No. 312/NQ-CP, the Government requests relevant ministries and local authorities to urgently and fully resolve 56 outstanding business recommendations compiled by the Ministry of Finance in Submission No. 814/TTr-BTC dated October 2, 2026.

The agencies named include the Ministry of Agriculture and Environment, the Ministry of Industry and Trade, the Ministry of Home Affairs, the Ministry of Health, the Ministry of Justice, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, and the People’s Committees of relevant provinces and cities. Upon resolution, these agencies must promptly notify the businesses and business associations of the results.

Resolution No. 312/NQ-CP

The Resolution also sets monthly deadlines for submitting, compiling, and reporting on the handling of recommendations. Under Item 2, Part III, the Vietnam Chamber of Commerce and Industry (VCCI) must compile feedback and recommendations from businesses and forward them to relevant ministries, agencies, and local authorities before the 5th of each month for consideration and handling. Copies must also be sent to the Ministry of Finance and the Government Office.

Before the 25th of each month, ministries, agencies, and local authorities must submit the results of their handling of business recommendations to the Government Office, the Ministry of Finance, and VCCI for consolidation. The Ministry of Finance is assigned to take the lead in compiling the status and results of the handling of recommendations by agencies and local authorities and reporting to the Government at its regular monthly meetings.

Regarding inspections and examinations of businesses, Item 8, Part II requires a review and definitive resolution of overlaps and duplication. For inspections where on-site work has been completed, the issuance of inspection conclusions must be expedited; the implementation of post-inspection conclusions, recommendations, and handling decisions must be rigorously followed up.

In addition, Item 4, Part II of Resolution No. 312 calls for removing difficulties in production and business activities, supporting businesses in accessing capital, and strengthening connections between domestic businesses and the foreign direct investment sector.

The Government Office is responsible for monitoring, following up on, compiling, and reporting the results of the Resolution’s implementation to the Government and the Prime Minister.
