This task is outlined in Resolution No. 30/NQ-CP, dated February 24, 2026, which promulgates the Government’s Action Program for implementing Resolution No. 80-NQ/TW, dated January 7, 2026, of the Politburo on the development of Vietnamese culture.
One of the tasks specified in the Action Program promulgated together with Resolution No. 30/NQ-CP is to prioritize the development of comprehensively developed Vietnamese people and the building of a humane and civilized cultural environment.
Accordingly, a key task is to promulgate a Plan for the synchronized implementation of the cultural value system, the national value system, the family value system, and the standards of the Vietnamese people.
In addition, close coordination among families, schools, and society shall be promoted in the formation and improvement of the personality of Vietnamese people through annual or phase-based coordinated action programs among boards, ministries, sectors, and central agencies of relevant socio-political organizations.

In particular, a Code of Conduct for Cultural Behavior in the Digital Environment shall be issued. The content of “Building grassroots cultural communities rich in identity, bright – green – clean – beautiful” shall be integrated into the Movement “All people unite to build a cultural life”, taking residential communities as the nucleus and wards, communes, and special administrative units as the focal points of the movement.
In addition, an emulation program entitled “Each commune, ward, and special administrative unit has one good model and effective practice to promote the system of grassroots cultural and sports institutions” shall be developed, in association with exchanges and festivals to honor and promote such models; a Scheme on culture in compliance with law shall be developed; and a Plan for organizing “Vietnam Culture Day – November 24” for the period 2026–2030 shall be developed and promulgated.
