Requirement to mobilize talented individuals outside the teaching workforce

The Government has issued Resolution No. 281/NQ-CP promulgating the Action Program for the implementation of Resolution No. 71-NQ/TW on breakthroughs in the development of education and training.

Under Resolution No. 281/NQ-CP, the Government assigns the Ministry of Education and Training to assume the prime responsibility and coordinate with ministries, agencies, and localities to:

(1) Develop and improve the legal system on education

  • Prepare and submit draft Laws amending the Law on Education, the Law on Higher Education, and the Law on Vocational Education, together with detailed guiding documents.

  • Formulate a National Assembly Resolution promulgating the National Target Program on modernization and quality improvement of education for the period 2026–2035.

  • Propose specific mechanisms and policies for the implementation of Resolution No. 71-NQ/TW.

(2) Policies for the teaching workforce

  • Develop regulations on recruitment, use, training, and capacity building for teachers and education administrators.

  • Improve policies on salaries, allowances, and specific, outstanding incentives for teachers.

(3) Mechanisms to mobilize talented individuals outside the teaching workforce to participate in teaching
  • Revise and supplement regulations on visiting lecturers at educational institutions.

  • Promulgate flexible contractual and visiting lecturer mechanisms to mobilize talented individuals, experts, scientists, and entrepreneurs outside the teaching workforce to participate in teaching and training at schools, vocational education institutions, and universities.

(4) Standardization and internationalization of the teaching staff

  • Improve standards, conditions, and procedures for appointing Professors, Associate Professors, and other lecturer titles in line with international practices.

  • Develop mechanisms for recruiting and employing lecturers, and appointing professional management positions for highly qualified individuals from abroad.

  • Implement the Project on talent training with priority given to basic sciences, engineering, and technology.

(5) Policies to support and invest in education

  • Revise regulations on tuition fees, tuition fee exemption and reduction, and support for study expenses.

  • Improve regulations on investment conditions, socialization, and foreign cooperation in education.

  • Raise standards for educational institutions at all levels, including minimum areas, codes, and standards approaching international benchmarks.

  • Promote entrepreneurship and innovation among students; develop a start-up ecosystem in universities and vocational education institutions.
