Reorganization of 20 regional tax and state treasury sub-departments into 34 provincial-level departments

This is a key provision of Resolution No. 08/NQ-DUBTC of the Party Committee of the Ministry of Finance regarding the assignment and decentralization of organizational and personnel work, and the continued restructuring of several affiliated units under the Ministry of Finance.

Resolution No. 08/NQ-DUBTC requires continued restructuring of the Ministry’s vertical units in localities to align with the organization of administrative units at all levels. Specifically:

(1) For tax and state treasury authorities:

  • Restructure the regional tax sub-departments and regional state treasury sub-departments in accordance with provincial-level administrative units. Specifically, reorganize 20 regional tax and state treasury sub-departments into 34 provincial-level tax departments and provincial-level state treasuries under centrally run cities and provinces.

  • Convert district-level tax teams into grassroots-level tax offices under the management of provincial-level tax departments, which will administer tax affairs in certain commune-level administrative units.

  • Reallocate the transaction offices of provincial-level state treasuries to align with the territories of certain commune-level administrative units.

(2) For statistical and social insurance agencies:
  • Restructure provincial-level statistical sub-departments and regional social insurance agencies to align with provincial-level administrative units. Specifically, reorganize 63 statistical sub-departments into 34 provincial-level statistical offices, and reorganize 35 regional social insurance agencies into 34 provincial-level social insurance offices.

  • Discontinue district-level statistical and social insurance offices. Convert district-level statistical teams into grassroots-level statistical units under provincial-level statistical offices, and convert district-level social insurance offices into grassroots-level social insurance units under provincial-level social insurance offices, which will manage commune-level administrative units.

(3) For customs and state reserve authorities:

  • Maintain the existing 20 regional customs sub-departments and 15 regional state reserve sub-departments. However, adjust their administrative jurisdictions to match the restructuring of provincial-level administrative units.

  • Rename the regional customs sub-departments and regional state reserve sub-departments as regional customs offices and regional state reserve offices, respectively, to directly manage warehouse locations.
