Regulations on training and issuance of energy auditor certificates from January 1, 2026

Circular No. 53/2025/TT-BCT dated November 14, 2025 of the Ministry of Industry and Trade, effective from January 1, 2026, provides comprehensive regulations on the training, competency assessment, and issuance of energy auditor certificates.

Regarding eligibility requirements for participation in an energy auditor training course, Article 14 of Circular No. 53/2025/TT-BCT stipulates that individuals wishing to attend such course must satisfy the professional qualification requirements, specifically:

  • Possessing a college diploma or higher;

  • Having a major in energy or a related engineering field.

With respect to training institutions for energy auditors, Article 15 of Circular No. 53/2025/TT-BCT specifies that training institutions must publicly announce their admission notices through mass media and post them at their facilities. The notice must include:

  • The objectives and requirements of the course;
  • The program content;
  • The training schedule and location.
  • The training method;
  • Tuition fees and other necessary information.

In addition, training institutions must deliver training in accordance with the program and the competency assessment question bank for energy auditors issued by the Ministry of Industry and Trade, and must organize competency assessments as prescribed.

Training institutions shall issue energy auditor certificates to trainees who meet the competency assessment requirements.

Article 16 of Circular No. 53/2025/TT-BCT also provides for two cases in which an energy auditor certificate shall be revoked:
  1. If the holder of an energy auditor certificate uses the certificate for improper purposes, violates legal regulations, or is deemed incompetent to perform the assigned work, he or she shall be subject to handling in accordance with regulations, and the certificate shall be revoked.
  2. If it is discovered that the training process or the competency assessment for energy auditors was not conducted in accordance with regulations, the Department of Innovation, Green Transition, and Industrial Promotion is competent to revoke the issued energy auditor certificates.

Circular No. 53/2025/TT-BCT replaces Circular No. 39/2011/TT-BCT and annuls certain regulations under Circular No. 38/2025/TT-BCT.
