On August 24, 2026, the XVIth National Assembly passed Law No. 22/2026/QH16 Amending and Supplementing a Number of Articles of the Law on Vietnamese Guest Workers.
Under Point d, Clause 4, Article 1 of the 2026 Law Amending and Supplementing a Number of Articles of the Law on Vietnamese Guest Workers, No. 22/2026/QH16, which amends and supplements Point a, Clause 12, Article 7 of the 2020 Law on Vietnamese Guest Workers, No. 69/2020/QH14, provides:
Article 7. Prohibited acts in the field of Vietnamese guest workers

12. Going abroad to work, organizing the recruitment of workers, preparing worker sources, or sending Vietnamese workers abroad for:
a/ Massage jobs;
...
Accordingly, going abroad to work, organizing the recruitment of workers, preparing worker sources, or sending Vietnamese workers abroad for massage jobs is prohibited.
In addition to massage jobs, Clause 12, Article 7 of Law No. 69/2020/QH14, as amended and supplemented by Clause 4, Article 1 of Law No. 22/2026/QH16, also prohibits going abroad to work, organizing the recruitment of workers, preparing worker sources, or sending Vietnamese workers abroad for other jobs prescribed by law.
In addition, Law No. 22/2026/QH16 amends and supplements a number of prohibited acts in the field of Vietnamese guest workers. In particular, the Law additionally prohibits organizing the recruitment of workers, preparing worker sources, or sending workers abroad if such activities infringe upon national security, social order and safety, social morality, or the health of workers and the community, or are not permitted by the host country.
