To continue reinforcing discipline, enhancing responsibility, addressing shortcomings, creating a favorable investment and business environment, promoting growth, and improving national competitiveness in accordance with Resolution No. 68/NQ-TW on the development of the private economy, the Prime Minister, in Official Telegram No. 63/CD-TTg, requested that Ministers, Deputy Ministers of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-run cities:

(1) Resolve the issue of "informal payments"

The Prime Minister directed ministries, sectors, and localities to:

  • Immediately put an end to the situation where enterprises are required to pay informal fees when carrying out administrative procedures or working with state administrative agencies.

  • Strictly criticize and handle organizations and individuals who violate the law.

  • Review and effectively maintain hotlines to receive and handle feedback and recommendations from organizations and individuals, particularly cases where enterprises are asked to make informal payments, in accordance with the provisions of Decree No. 20/2008/ND-CP.

(2) Proactively research and advise on improving the business environment

Accordingly,
ministries, sectors, and provincial-level People's Committees are required to:
  • Thoroughly analyze the PCI 2024 Report published by VCCI (available at: https://pcivietnam.vn) to propose reform solutions, enhance the quality of governance, promote socio-economic development, and improve the investment and business environment.

  • Strengthen responsibility and discipline in serving enterprises, thoroughly resolve feedback and recommendations; promote sustainable development and environmental protection during economic management.

Regarding institutional reform and administrative procedures, the Prime Minister requested continued reduction and simplification of administrative procedures and business conditions, particularly in the areas of taxation, customs, construction, environment, electricity, and expansion of online public services; intensify public-private dialogue, and improve the effectiveness of policy implementation.
