On September 03, 2025, the Government issued Decree No. 238/2025/ND-CP providing for policies on tuition fees, exemption from and reduction of tuition fees, support for tuition fees, support for study expenses, and educational service prices in the field of education and training. This Decree takes effect on the signing date.
The Decree applies to preschool children, pupils, students, trainees, and postgraduate learners in educational institutions of the national education system. However, it does not apply to pedagogical students who have already been provided with financial support for tuition fees and living expenses under other Government regulations.
Framework of tuition fees and tuition collection mechanism
The Decree prescribes the framework of tuition fees for all educational levels from preschool to higher education, with tuition fee levels determined according to a roadmap ensuring educational service costs.
For public educational institutions, tuition fees are set on the principle of cost compensation with accumulation. Non-public educational institutions have the autonomy to decide on their tuition fees, but the tuition fees must not exceed 15% for vocational education and higher education, and 10% for preschool and general education.
Policies on exemption from, reduction of, and support for tuition fees

The Decree specifies that tuition fee exemption applies to preschool children and pupils in public educational institutions, persons with disabilities, learners subject to social policies, and other subjects as prescribed.
Tuition fee reduction applies to students of traditional arts programs, ethnic minority students in disadvantaged areas, and other cases as prescribed. Tuition fee support is provided for students in non-public educational institutions.
Support for study expenses
Preschool children and pupils who are orphans, persons with disabilities, or belong to poor households are entitled to support for study expenses. The level of support is VND 150,000 per pupil per month for the purchase of books, notebooks, and learning tools, to be disbursed twice a year at the beginning of each semester.
Management and disbursement of funds
The state budget will provide funding for tuition fee exemption and reduction for public educational institutions and provide direct support to learners in non-public educational institutions. The disbursement of funds for tuition fee support and support for study expenses will be carried out through local education management agencies and the State Treasury.
This Decree replaces Decree No. 81/2021/ND-CP and Decree No. 97/2023/ND-CP, which provided for the mechanism for collection and management of tuition fees, and policies on exemption from and reduction of tuition fees and support for study expenses in the field of education.
