What papers to be produced to border-gates customs offices by persons on exit who carry foreign-currency or Vietnam-dong cash amounts subject to declaration?
Under Article 2.1 of Circular 15, upon exit via Vietnam’s international border gates, persons are required to fill a declaration form to border-gate customs offices if carrying over VND 15 million or USD 5,000 or other foreign-currency cash of equivalent value.
A person on exit who carries along a cash amount in excess of the above-said threshold or in excess of the amount he declared to the border-gate customs office upon his last entry will be required to produce to the border-gate customs office: (i) the written certification of the carrying of foreign-currency or Vietnam-dong cash abroad, made by a licensed credit institution in accordance with the law on foreign exchange management; or (ii) the written approval for carrying foreign-currency or Vietnam-dong cash abroad, issued by the State Bank of Vietnam.
A person on exit who carries along a cash amount exceeding the amount specified in Article 2.1 of Circular 15 but not exceeding the amount he carried upon his entry must produce to the border-gate customs office the entry/exit declaration form bearing the border-gate customs office’s certification of the foreign-currency or Vietnam-dong cash amount he carried upon his last entry. In this case, the licensed credit institution’s written certification is not required.
An entry/exit declaration form bearing the border-gate customs office’s certification of the foreign-currency or Vietnam-dong cash amount a person carried upon his last entry is only valid for him to carry foreign-currency or Vietnam-dong cash abroad upon his subsequent exit, which, however, must be within 12 months from the date indicated in that entry/exit declaration form.
