Official Dispatch No. 3164/DNTN-GS on inspections of enterprises’ declarations of beneficial ownership information was issued by the Agency for Private Enterprise and Collective Economy Development under the Ministry of Finance on October 7, 2026.
According to Official Dispatch No. 3164/DNTN-GS, on September 3, 2026, the Ministry of Finance issued Official Dispatch No. 13767/BTC-DNTN on accelerating the implementation of Decision No. 948/QD-TTg. The Ministry required provincial business registration authorities to focus on inspecting matters concerning enterprises’ beneficial owners during the last four months of 2026.
To support local implementation, the Agency for Private Enterprise and Collective Economy Development compiled a list of enterprises established or having registered changes from July 1, 2025, to the date of compilation that had not declared beneficial ownership information.

Based on this list, the Agency requested the Departments of Finance of provinces and centrally governed cities to direct provincial business registration authorities to promptly conduct reviews and inspections. The authorities must also compile and report inspection results in accordance with the reporting update requirements prescribed in Official Dispatch No. 13767/BTC-DNTN.
The legal grounds cited in the Official Dispatch for these reviews and inspections are the provisions on identifying beneficial owners and declaring and retaining beneficial ownership information under the 2020 Law on Enterprises, as amended and supplemented in 2022 and by Law No. 76/2025/QH15; and Decree No. 168/2025/ND-CP dated June 30, 2025, on enterprise registration, as amended and supplemented by Decree No. 296/2026/ND-CP dated July 23, 2026.
