According to Decision No. 758/QD-TTg, agencies, units, and organizations are not required to immediately change their seals after the reorganization of commune-level administrative units. New seals will only be engraved and used upon the completion of the reorganization of provincial-level administrative units.
Decision No. 758/QD-TTg of the Prime Minister promulgates the Plan for the reorganization of administrative units and the development of a two-tier local government model. One of the key provisions of this Decision concerns the use of seals following the reorganization of commune-level administrative units.
Accordingly, the Ministry of Public Security shall take the lead and coordinate with relevant ministries and sectors to issue guidelines on the use of seals of the People's Council and People's Committee at the commune level, as well as those of organizations and enterprises, following the reorganization of commune-level administrative units. The Ministry of Public Security requires agencies, units, and organizations to continue using seals of the People's Council and People's Committee of former commune-level administrative units. The engraving and replacement of seals shall only be carried out after the reorganization of provincial-level administrative units has been completed.

Ongoing tasks of ministries and sectors in developing the two-tier local government model:
The Ministry of Foreign Affairs shall take the lead and coordinate with relevant ministries and sectors in advising the issuance or issuing within its authority legal normative documents on the delineation of functions, powers, and administrative procedures in the field of foreign affairs when implementing the two-tier local government model.
The deadline for completion is June 30, 2025.
The Ministry of Home Affairs shall take the lead and coordinate with relevant ministries and sectors in advising the issuance or issuing within its authority legal normative documents on the delineation of functions, powers, and administrative procedures associated with the maximum delegation of powers to local governments in the fields of labor, employment, and social insurance.
The deadline for completion is June 30, 2025.
The Ministry of Justice shall take the lead and coordinate with relevant ministries and sectors in advising the issuance or issuing within its authority legal normative documents on the delineation of functions, powers, and administrative procedures associated with the maximum delegation of powers to local governments in the fields of legislative development, law enforcement organization, civil judgment enforcement, administrative justice, judicial support, and legal affairs.
The deadline for completion is June 30, 2025.
The Government requires agencies and organizations to continue using existing seals after the reorganization of commune-level administrative units and to only replace them after the reorganization of provincial-level administrative units has been completed. This approach helps avoid disruption to the operations of agencies and ensures administrative stability during the transition.
In addition, ministries and sectors will continue to implement and finalize relevant legal normative documents to ensure the maximum delegation of powers to local governments in key areas such as foreign affairs, labor, and legislative development, thereby establishing a solid foundation for the two-tier local government model.
