New salary policy for officials and civil servants after district-level reorganization

On July 8, 2025, the Ministry of Home Affairs issued Official Dispatch No. 4832/BNV-CTL&BHXH providing guidance on the implementation of the salary regime and position-based allowances for officials, civil servants, and public employees following the reorganization of the administrative apparatus.

According to Official Dispatch No. 4832/BNV-CTL&BHXH, the Ministry of Home Affairs provides the following directives on the implementation of the salary regime and position-based allowances:

(1) Retention of salary and allowances for 06 months after reorganization
Pursuant to Clause 4 Article 11 of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025, of the National Assembly Standing Committee, officials, civil servants, and public employees affected by the reorganization of administrative units but who continue working in agencies or organizations within the political system shall:

  • Retain their current salary regime and position-based allowances for 06 months from the date of issuance of the job assignment document;

  • After 06 months, apply the new salary regime and position-based allowances in accordance with the current regulations.

In addition, according to Article 13 of Resolution No. 76/2025/UBTVQH15:

  • Citizens, officials, civil servants, employees, and armed forces in the administrative units after reorganization shall continue to enjoy regional-specific policies until replacement decisions are issued;

  • The new name of the administrative unit shall be used to continue implementing existing policies, even in cases where the place name has changed.

(2) Retention of salary policies at provincial and commune level after merger

Under Decision No. 759/QĐ-TTg dated April 14, 2025, of the Prime Minister:
Officials, civil servants, and public employees reassigned to new provincial or commune-level units after reorganization shall retain their current salary and position-based allowance regimes for 06 months.
After this period, the new salary regime and position-based allowances shall be applied in accordance with regulations.

Specifically:

  • Point 1.1.4, Clause 1, Section V (Part Two): provides for the retention of the salary regime for individuals working at the newly established provincial-level units;

  • Point 1.2.4, Clause 1, Section V (Part Two): provides similar retention for individuals working at the newly established commune-level units.

(3) Unified application of salary regime from July 1, 2025
According to the Law on Cadres and Civil Servants No. 80/2025/QH15, effective from July 1, 2025:

  • Policies for cadres and civil servants from the central level to the commune level shall be applied uniformly;

  • The Law no longer distinguishes between cadres and civil servants at the central, provincial, or commune levels.

The determination of the salary regime shall comply with current legal regulations, ensuring fairness and consistency across the civil service system.
