This is a new regulation under the 2025 Amended Law on Product and Commodity Quality, No. 78/2025/QH15, which takes effect from January 1, 2026.
Specifically, Clause 2, Article 1 of the 2025 Amended Law on Product and Commodity Quality, No. 78/2025/QH15, supplements additional prohibited acts related to product and commodity quality, including:
Providing false information or engaging in deceptive advertising regarding the quality of products and commodities, as well as their origin and provenance;
Concealing information about the potential of products and commodities to cause safety risks to people, animals, plants, property, or the environment;
Abusing quality management measures to harm national interests, public order, or social security;
Engaging in unfair competition practices related to product and commodity quality that cause confusion or result in damage to other organizations or individuals.

Previously, Article 8 of the 2007 Law on Product and Commodity Quality only prohibited acts including:
The production, import, or trade of products and commodities that have been prohibited by the State from circulation;
The production, export, import, trade, exchange, or marketing of products and commodities, etc.;
The use of substandard or expired foodstuffs or pharmaceuticals for charity or donation for use by individuals;
Deliberately providing false or counterfeit results of tests, inspections, appraisals, validations, or certifications of product and commodity quality; etc.
