The Ministry of Education and Training has issued the Official Dispatch No. 1627/BGDDT-NGCBQLGD providing guidance on the recruitment, management, and utilization of staffing quotas for preschool and general education teachers.
To address the shortage of teachers, the Ministry of Education and Training as in Official Dispatch No. 1627/BGDDT-NGCBQLGD, requests the People’s Committees of provinces and centrally-run cities to implement the following:
(1) Recruit teachers in accordance with staffing quotas
Local authorities must urgently carry out teacher recruitment to ensure sufficient staffing as allocated by competent authorities, including both unused quotas and additional quotas assigned for the 2024–2025 academic year.
The Ministry emphasizes that the streamlining and restructuring of the administrative apparatus must not affect teacher recruitment efforts.
(2) Ensure the availability of teacher recruitment sources
Widely publicize teacher recruitment demands to ensure transparency and attract the workforce;
Develop mechanisms and policies to attract teachers to work in local areas;
Place teacher training orders with educational institutions based on the specific needs of each locality;
Strengthen training for teachers capable of fluently using ethnic minority languages but who have not undergone formal training or refresher courses in teaching such languages.

(3) Review and reallocate teaching staff
Localities shall continue to review and reallocate teachers from surplus to deficit areas; determine the number and structure of teacher shortages by academic year, educational level, and subject from the 2026–2027 academic year to the 2030–2031 academic year; and report the results to the Ministry of Education and Training.
(4) Review and reorganize educational institutions
Localities shall continue reviewing and reorganizing educational institutions; consolidate school branches to ensure convenience for residents and suitability with actual conditions in each region and locality.
The Ministry of Education and Training also encourages the development of mechanisms and policies to promote the participation of organizations and individuals in education socialization, thereby reducing the number of persons receiving salaries from the state budget.
