On May 13, 2025, the Prime Minister issued Telegram No. 65/CD-TTg on launching a nationwide peak campaign to prevent and suppress smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement.
Telegram No. 65/CD-TTg clearly sets the objective of combating, preventing, and eliminating smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement, contributing to sustainable economic development and protecting the health and legitimate rights of citizens and businesses.
In Telegram No. 65/CD-TTg, the Prime Minister outlined specific tasks for ministries, sectors, and localities as follows:
1. The Central Committee of the Vietnam Fatherland Front and its member organizations:
Collaborate closely with ministries, sectors, and local governments to mobilize members and affiliates to participate in combating smuggling, trade fraud, and counterfeit goods.
2. Secretaries of Provincial and Municipal Party Committees under the Central Government:
Direct local party committees and mobilize the entire local political system to participate in the fight against smuggling, trade fraud, and counterfeit goods.

3. Launch of the nationwide peak campaign:
Implementation period: From May 15 to June 15, 2025, followed by preliminary review and evaluation.
Establishment of a task force led by Deputy Prime Minister Bui Thanh Son, who is also the Head of the National Steering Committee 389.
Task force members: Leaders of the following ministries and agencies: Public Security, National Defense, Finance, Industry and Trade, Health, Agriculture and Rural Development, Natural Resources and Environment, Culture, Sports and Tourism, Science and Technology, as well as media agencies and the Standing Office of National Steering Committee 389.
Direction for nationwide police forces to coordinate with functional forces in identifying suspicious organizations and individuals with signs of violations such as smuggling, trade fraud, production, and sale of counterfeit goods, goods without a clear origin, and intellectual property infringement.
Implementation of professional measures to combat and strictly prosecute organizations and individuals with serious violations, to serve as a deterrent.
Cooperation with judicial agencies and assessment authorities to investigate and thoroughly handle cases during the peak campaign, ensuring timely resolution.
Clarification of the responsibilities of organizations and individuals in management, inspection, licensing, import-export control, and goods circulation; strictly handle acts of corruption and negativity, if any, based on the principles:
"Handle one case to warn an entire region or sector."
"No exceptions, no restricted zones."
Evaluation of causes and conditions for violations; identification of loopholes and shortcomings in laws or management mechanisms exploited for violations.
Recommendations for legal improvements, especially concerning amendments to the Criminal Code.
