Conclusion No. 137-KL/TW of the Politburo and the Secretariat on the Scheme for Rearrangement and Reorganization of Administrative Units at All Levels and the Development of the Local Government Model at the Second Level was issued on March 28, 2025.
Accordingly, regarding the rearrangement and reorganization of commune-level administrative units, Conclusion No. 137-KL/TW of the Politburo and the Secretariat addresses the naming of grassroots administrative units (commune level).
Specifically, the naming of grassroots administrative units after rearrangement shall:
Be easy to recognize, concise, and scientifically appropriate;
Be encouraged to be named in numerical order or after the name of the pre-rearrangement district-level administrative unit combined with a numerical order to facilitate digitalization and data updating;
Reflect historical, traditional, and cultural values and receive support and consensus from local residents.
In addition, when carrying out the rearrangement and reorganization of commune-level administrative units, attention should be paid to:
Specific factors such as history, tradition, culture, ethnicity, religion, beliefs, customs, and practices;
Geographical location, natural conditions, sub-regional connectivity, and economic development scale;
Assurance of national defense, security, transport and information technology infrastructure to serve state management and socio-economic development.
Furthermore, a reasonable correlation among the newly arranged administrative units must be ensured in terms of natural area and population size, avoiding significant disparities, and ensuring that grassroots-level local governments are truly close to and connected with the people.
The rearrangement of commune-level administrative units shall not be confined within the current administrative boundaries of district-level or commune-level units.
