MONRE: New organizational structure from November 01, 2022

On September 22, 2022, the Government issues the No. 68/2022/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment.

Accordingly, the Vietnam Environment Administration and the General Department for Land Administration are not included in the new regulations. The new units are the Department of Environment, the Department of Natural Conservation and Biodiversity, the Department of Environmental Pollution Control, the Department of Land, the Department of Land Resources Planning and Development, and the Department of Land Database and Registration.

In particular, the organizational structure of the Ministry of Natural Resources and Environment is as follows:

1. The Department of International Cooperation

2. The Department of Planning-Finance

3. The Department of Science and Technology

4. The Legal Department.

5. The Organization and Personnel Department.

6. The Department of Land

7. The Department of Environment

8. The Inspectorate.

9. The Office

10. The Department of Hydrometeorology

11. The Department of Natural Conservation and Biodiversity

12. The Vietnam Administration of Sea and Islands

13. The Department of Climate Change

14. The Department of Digital Transformation and Natural Resources and Environment Data

15. The Department of Land Database and Registration

16. Vietnam Department of Geology

17. The Department of Survey, Cartography and Geographic Information of Vietnam.

18. The Vietnam Department of Minerals

19. The Department of Environmental Pollution Control

20. The Department of Water Resources Management.

21. The Department of Land Resources Planning and Development

22. The Department of National Remote Sensing.

23. The Institute for Natural Resources and Environment Strategies and Policies.

24. The Natural Resources and Environment newspaper

25. The Natural Resources and Environment journal.

26. The Center for Water Resources Survey and Planning.

27. The Training and Re-training School for Natural Resources and Environment Cadres.

Within that:

- The units are administrative units assisting the Minister in performing the state management function, including:

• The Department of International Cooperation; The Department of Planning-Finance; The Department of Science and Technology; The Legal Department; The Organization and Personnel Department; The Department of Land; The Department of Environment
• The Inspectorate; The Office; The Department of Hydrometeorology; The Department of Natural Conservation and Biodiversity; The Vietnam Administration of Sea and Islands; The Department of Climate Change.
• The Department of Digital Transformation and Natural Resources and Environment Data; The Department of Land Database and Registration; The Vietnam Department of Geology; The Department of Survey, Cartography and Geographic Information of Vietnam; The Vietnam Department of Minerals; The Department of Environmental Pollution Control; The Department of Water Resources Management; The Department of Land Resources Planning and Development; The Department of National Remote Sensing.

The units are non-business units serving the Ministry’s state management function, including: 

• The Institute for Natural Resources and Environment Strategies and Policies.
• The Natural Resources and Environment newspaper; The Natural Resources and Environment journal.
• The Center for Water Resources Survey and Planning; The Training and Re-training School for Natural Resources and Environment Cadres.

The Department of Planning-Finance and the Organization and Personnel Department include 03 departments.
