Ministry of Finance to study tax incentives for biofuel gasoline

In addition to incorporating E10RON95-III gasoline into the price management mechanism, the Government, under Resolution No. 29/2026/NQ-CP, has assigned the Ministry of Finance to study tax policies aimed at encouraging the use of biofuels.

Specifically, Clause 3 Article 5 of Resolution No. 29/2026/NQ-CP stipulates that the Ministry of Finance shall study and propose adjustments to special consumption tax and environmental protection tax applicable to biofuel gasoline products in order to encourage consumers to use biofuel gasoline when necessary.

According to Point c Clause 1 Article 5 of the Resolution, the Ministry of Industry and Trade is responsible for implementing the nationwide roadmap for E10 gasoline from June 1, 2026. The Ministry is also tasked with coordinating the supply of ethanol and base gasoline for the blending and mixing of E10 gasoline, and coordinating with the Ministry of Science and Technology in inspecting and supervising the quality of E10 gasoline during its production, trading, and circulation in the market.

In addition to the tax policy measures, the Resolution identifies E10RON95-III gasoline as a commonly used biofuel gasoline product for which the State will announce a base price, replacing RON95-III gasoline. The Ministry of Industry and Trade and the Ministry of Finance are assigned to determine the price-forming elements and announce the base price for price management of this product.

Furthermore, the Ministry of Agriculture and Environment is tasked with studying and proposing mechanisms for developing raw-material areas serving biofuel production, while also assessing and publishing emission reduction indicators resulting from the use of biofuel gasoline to support communication activities. This demonstrates that the implementation of E10 gasoline is aimed not only at ensuring energy supply but also at promoting environmental protection and emission reduction objectives.

The pilot policies on the implementation of the E10 gasoline usage roadmap shall be carried out from June 16, 2026, through June 15, 2028.
