On June 18, 2025, the National Assembly passed the Law Amending and Supplementing a Number of Articles of the Law on Product and Goods Quality (2007). This Law takes effect on January 1, 2026.
Clause 19, Article 1 of the amended Law adds Articles 34a and 34b after Article 34 of the 2007 Law on Product and Goods Quality. Accordingly, Clauses 1 and 2, Article 34a stipulate that goods must meet the following conditions to ensure quality before being circulated in the market:
Standards applied must be disclosed in accordance with Article 23 of the 2007 Law on Product and Goods Quality, including warning information, standard codes on goods, labels, etc.;
Goods must be labeled in accordance with the law, including physical labels, electronic labels, digital passports, etc.;
Goods imported with a medium level of risk must undergo conformity announcement in accordance with the law on standards and technical regulations, based on the results of self-assessment.

In addition, under Clause 2, Article 34b, individuals and organizations selling goods on digital platforms are responsible for fully providing product quality information, including:
Name of the goods, origin, and the name of the organization or individual responsible for product quality (manufacturer or importer);
Conformity mark and compliance mark (CR mark) in accordance with the law;
Instructions for use and safety warnings (if any);
Other information as prescribed by relevant laws.
Previously, the 2007 Law on Product and Goods Quality did not provide any regulation on this matter.
Clause 3, Article 34b of the amended Law also sets out responsibilities for digital platform operators that act as intermediaries for electronic transactions, including:
Requiring sellers of goods on such intermediary digital platforms to provide product quality information as mentioned above;
Implementing inspection and handling measures for goods that violate quality laws, upon detection or at the request of competent state authorities;
Establishing and operating a system to receive and resolve consumer feedback and complaints related to product and goods quality.
