Import tariff quota for raw tobacco in 2025

On April 22, 2025, the Ministry of Industry and Trade issued the Circular No. 20/2025/TT-BCT on stipulating the import tariff quota for raw tobacco in 2025.

According to Circular No. 20/2025/TT-BCT, the import tariff quota for raw tobacco (HS code 2401) in 2025 is 75,427 metric tons.

The import tariff quota for raw tobacco in 2025 shall be allocated to traders who concurrently satisfy the following conditions: possessing a license for the manufacture of tobacco products or a license for the processing of raw tobacco issued by the Ministry of Industry and Trade, and having a demand for using imported raw tobacco under the tariff quota for the purpose of manufacturing or processing raw tobacco to produce cigarettes for domestic consumption.

The allocation of the import tariff quota for raw tobacco shall be carried out by means of granting import licenses in accordance with Decree No. 69/2018/ND-CP detailing a number of articles of the Law on Foreign Trade Management, and Circular No. 12/2018/TT-BCT providing detailed guidance on the implementation of Decree No. 69/2018/ND-CP.

The allocation of the import tariff quota for raw tobacco in 2025 shall commence immediately after Circular No. 20/2025/TT-BCT takes effect.

Circular No. 20/2025/TT-BCT takes effect from April 22, 2025, until the end of December 31, 2025.
