On April 04, 2024, the Ministry of Industry and Trade issues Circular No. 06/2024/TT-BCT providing the import of rice and dried tobacco leaves originating in the Kingdom of Cambodia according to tariff-rate quotas in 2023 and 2024.
Accordingly, total tariff-rate quota volumes for rice and dried tobacco leaves originating in the Kingdom of Cambodia are provided in Appendix II to the Government’s Decree No. 05/2024/ND-CP of January 24 2024, on Vietnam's Special Preferential Import Tariff Schedule as follows:
- Rice: 300,000 tons of rice (Rice in the husk shall have the exchange rate: 2 kg Rice in the husk = 1 kg rice);
- Dried tobacco leaves: 3,000 ton
The import tariff-rate quotas in 2023 shall apply to declaration forms registered with customs offices from June 2, 2023, through December 31, 2023
The import tariff-rate quotas in 2024 shall apply to declaration forms registered with customs offices from January 1, 2024, through December 31, 2024.

Besides, special preferential import duty rates for the commodities specified in Decree No. 05/2024/ND-CP. For dried tobacco leaves, traders will be granted quota-based import licenses by the Ministry of Industry and Trade under the Government’s Decree No. 69/2018/ND-CP detailing several articles of the Law on Foreign Trade Management, and the Minister of Industry and Trade’s Circular No. 12/2018/TT-BCT detailing several articles of the Law on Foreign Trade Management and Decree No. 69/2018/ND-CP; the quantity of imports shall be deducted from the import tariff-rate quotas based on the licenses granted by the Ministry of Industry and Trade.
The import tariff-rate quotas shall be administered by the method of automatic reconciliation at the customs offices where traders carry out import procedures. The automatic reconciliation until the tariff-rate quota volumes are run out must comply with the instructions of customs offices.
This Circular takes effect from May 20, 2024, through December 31, 2024.
